The report of the 19th National People's Congress of the Communist Party of China clearly pointed out that promoting government performance appraisal and continuously promoting the standardization and institutionalization of the government performance appraisal system is an important task at this period.The local government departments,especially the government departments at the county level,are the first-tier grassroots departments in the national governance system and the most important components.The effectiveness of local government department governance is directly related to the state's governance capacity.Therefore,the government department appraisal is to better serve the local people for the local people,to make the broad masses of the people feel more happy,and to truly implement the concept that the government is the "public servant of the people." To promote government performance appraisal,we must constantly improve the local government performance appraisal system,and learn from the experience gained from government performance management at home and abroad,further improve the design of relevant indicators for local government performance appraisal,and then improve the performance appraisal of local government's public sector.Based on the theory of key performance indicator law,government function theory and goal management theory,this paper conducts a systematic documentary review of government performance appraisal,especially the practice of local government performance appraisal,and the development of domestic local government performance appraisal.The status quo has been thoroughly summarized and analyzed,and the development status of foreign countries has been understood and summarized.The development of government performance appraisal in foreign countries is indeed faster than that of China.From the process of,many things can be learned in order to obtain more.The relevant content of government performance appraisal provides more reference and research direction for the feasibility analysis of local government performance evaluation in Shahekou District of Dalian.This guides the writing of this article better.Taking the performance appraisal index system of the people's government department of Shahekou District of Dalian as an example,this paper focuses on the performance appraisal of the government departments of Shahekou District in terms of index decomposition and annual assessment by using key performance indicators(KPI)and target performance appraisal.The results,and detailed description of the specific process of performance appraisal,summarized its development status,and listed its performance appraisal indicators for relevant departments,in the process of analysis,digging deep into the Shahekou District Government Some problems and deficiencies in the performance appraisal of departments,such as the lack of planning in the performance evaluation system,the lack of practicality of group indicators and the lack of individualized design.Furthermore,this paper is problem-oriented.On the basis of continuous analysis of problems,through document research,case analysis and comparative analysis,it draws on the experience of a certain district in Nanning and Nanjing,and the performance appraisal of foreign countries in the United States and the United Kingdom,and then guide the existing problems,and provide targeted suggestions for specific problems,and provide targeted suggestions for the development of the performance evaluation of the government departments in Shahekou District,pointing out the future development of the performance appraisal of the government departments in Shahekou District.Improve the direction,and put forward new and better suggestions based on the actual situation,and further promote the improvement and development of the performance appraisal indicator system of the government department of Shahekou District of Dalian.It has promoted the formation of a high-level and more efficient assessment system for the Shahekou District Government of Dalian,and pointed out new directions for promoting the transformation of local government departments and better adapting to the development of Dalian and Liaoning Province.It will also provide relevant recommendations for performance assessments by local governments in other regions.
