Nowadays,with the deepening of democratization and rule of law and the awakening of citizens' democratic consciousness,citizens' enthusiasm for participating in political life is growing.In addition,the rapid development of the Internet era provides convenient conditions for the diversification of forms of public participation.Encourage public participation in major national administrative decisions,and further enhance the sense of public participation.It is also of great significance for speeding up the democratization,legalization and scientization of decision-making.Now public participation has become one of the important ways to improve the national democratic system and enhance the democracy of public life.By 2017,23 municipal governments and 17 provincial governments have been included in the promulgated statutes of major administrative decision-making norms.This paper argues that at the legislative level,the legal attributes and scope of major administrative decisions are still unclear.Due to the lack of a unified upper law,the scope of major administrative decision-making matters is confused and the boundaries are blurred.On the practical level,public participation in major administrative decisions is often neglected,and the phenomenon of “going through the motions” often appears.Through targeted analysis of the emerging problems in major administrative decision-making,this paper shows the significance of public participation in major administrative decision-making,discusses the basic forms of public participation system and the concrete evaluation of its practical effect,and puts forward suggestions for improvement.
