Research On The Reengineering Of Dalian Public Security Entry-Exit Management Process

With the continuous development of productivity promoted by the process of globalization,a customer oriented social environment is gradually formed.As a bran-new management mode,process re-engineering is not only pursued by enterprises,but also greatly promoted the government's reform.In the process of promoting the government function transformation in China,the public security departments have also accelerated the pace of deepening reform.Meanwhile,Dalian,as an important port for entry and exit,is facing huge challenges of the surge of traffic volume,whose overall coping ability and level is urgent to be improved.Through the intensive study and reference of the new public management theory,the business process re-engineering theory and the government process re-engineering theory,this article uses literature search method,inductive method,field survey method,interview and questionnaire survey to analyze Exit-Entry Administration Bureau of Dalian Municipal Public Security Bureau business process status,to find out existing processes problems and the reasons behind,striving to create an untraditional,bran-new and high-technology business process,to adapt to the contemporary government reform pace,and eventually to improve the overall service level and ability to cope with the challenge of the Exit-Entry Administration of the public security.This article contains of six chapters.The first chapter is introduction,which expounds the background and significance of the topic,including the theoretical and practical significance,summarizes the domestic and international research status,generalizes the research content and research methods,and puts forward the innovation of this paper.The second chapter is about concept definition and related theory.It defines the basic concepts content such as win-dow service,exit and entry management,entry and exit certificates,business processes,core business processes and so on,so that readers can get a clearer understanding of the professional vocabulary meaning of exit-entry administration apartment of public security bureau,This chapter also expounds the meaning and development status of the three related theories of new public management theory,business process re-engineering theory and the government process re-engineering theory.The third chapter is the overview of the current situation of the Entry and Exit Administration of Dalian Public Security Bureau.It mainly includes four aspects of the apartment basic introduction,Chinese citizens' entry and exit documents acceptance,reviewing and approval process summary,foreigners' visa and residence(stop)certificates examination and approval process.The fourth chapter is the problems and reasons of the business process of the Entry-Exit Administration Bureau of Dalian Public Security Bureau.Based on the existing business process,shortcomings and problems are deeply analyzed,and underlying reasons behind the problems are explored.The fifth chapter is a deepening of the process re-engineering content in an all-round way.It expounds the principles of process re-engineering,and puts forward a brand-new core business process re-engineering content,including the Chinese citizens' entry and exit documents acceptance,reviewing and approval re-process and the foreigners' visa and residence(stop)certificates examination and approval re-process.And also the redesign of organizational structure is put forward in the fifth chapter.The sixth chapter is the guarantee measures of business process re-engineering.The business process re-engineering in the fifth chapter is guaranteed by methods such as establishing a excellent performance appraisal system,increasing the investment in science and technology and establishing the culture of the police.The exit and entry certificates process of the Exit and Entry Administration of Dalian Municipal Public Security Bureau is selected in the whole business as a starting point.From the acceptance process,the verification process,to the approval process,the author has worked to uncover the depth of the current process problems.It is found that no matter for the China citizens and foreigners' exit and entry certificates management process,there are the business process problems of chaos,low efficiency,lack of service awareness,insufficient convenience degree,etc.The root cause of these problems is unreasonable design of business process and organization structure.Therefore,from these two aspects,the author first proposed the new idea of "one-stop scan code" acceptance process in China citizens entry and exit administration hall.The ideas are of meticulous,strongly operational,and can expand the coverage area of decentralization acceptance point.Secondly,through adjusting the internal process order and innovatively proposing new concept of"grading verification","enterprise credit level rating system","pre-verification" and"one-stop handling" to re-engineer foreigners entry and exit certificate verification process.These firstly proposed innovation models are significant for increasing efficiency,improving the overall process level.Also,a new performance appraisal system is proposed and designed,to supervise the implementation of process re-engineering,and to enhance the informationization of public security and the police culture,promoting the continuous improvement of business process re-engineering.This paper adopted the existing process,based on the existing theoretical height reconstructed the Dalian Municipal Public Security Bureau entry and exit certificate process,in accordance with national conditions and the realistic work.The article further enriched the theoretical system of government process re-engineering,filled the vacancy of the research on business process re-engineering applied to the entry and exit management departments.Meanwhile,it promotes the overall ability of Public Security Bureau Management Department to deal with the complicated situation,reduces the operation cost,improves working efficiency,provides a practical case for the pace of reform and supports the establishment of the Dalian municipal government innovative government.
