Research On "empowerment-incubation" Type Of Community Autonomy

Since 2000,there have been many registered social organization service centers in Shanghai.These social organization service centers provide information dissemination,standardized construction evaluation,government purchasing service,party building work and transactional work service platform for social organizations.They are entrusted by the government to carry out hub-type management of social organizations and play an indelible role in the construction of community social organizations.Social organization service centers are generally funded by community streets,which have a certain official background,but their own attributes are still social organizations.The normal operation of a social organization requires staff,office space,office supplies and so on,but in fact,there are still many social organization service centers without even the most basic workplace.The social organization service center established on the basis of serving other social organizations can not guarantee its basic form of social organization.The growth of social organization service center is worrying.As a service-oriented social organization,the existence of social organization service center is reasonable under the condition that a large number of social organizations need to be nurtured.However,when the number of community social organizations is saturated,its own transformation is also a problem to be considered.There are still many problems in the process of social organizations participating in community autonomy,such as difficulties in Party building,weak ability to grow independently,and difficulties in forming self-service,self-supervision and self-empowerment.The root of these problems lies in the lack of strong theoretical support for the participation of social organizations in community autonomy and the mode of operation and management suited to China's national conditions.The author believes that we can use governance theory,new public management theory and supportive organization theory as the analysis framework and basis,and on the basis of on-the-spot investigation of social organization service centers and community social organizations,literature review and data collection,to provide theoretical support for social organizations to better participate in community governance.At the same time,taking the Wuliqiao Community Social Organization Service Center in Huangpu District of Shanghai as the research object,through the research and analysis of its experience and achievements in participating in community autonomy,this paper puts forward feasible countermeasures and suggestions,in order to further broaden the space for the development of community social organizations and eliminate the dilemma faced by the social organization service center in guiding other social organizations to participate in the process of community autonomy.Provide effective reference and reference.Wuliqiao Community took the lead in establishing the Street Social Organizations Service Center in 2008,and became the only 5A-level Social Organizations Service Center in Shanghai in 2014.Provide a platform for social organizations in the community to cultivate and incubate,integrate resources,standardize construction,increase energy and growth,exchange and cooperation,and display style.The service provided by Wuliqiao Street Community Social Organization Service Center is for all social organizations in the community.For community social organizations in different stages of development,the service center of community social organizations in Wuliqiao Street advocates "teaching according to aptitude" and provides different types of services according to different stages of development of community social organizations.For the budding community social organizations,it can take root mainly through the method of "incubation support";for the growing community social organizations,it can continue to develop mainly through the method of "standardization and energy enhancement";for the mature supporting community social organizations,it can not only promote community residents' participation in community self-development through the method of "cooperative development".Governance also enables social organizations to participate in community autonomy.The Wuliqiao Social Organization Service Center takes the "two-way claim" mechanism as its core,which makes the social organization "embedded" in the community autonomy by the mechanism of government purchasing services.It reflects the process of the urban community from traditional management to the reconstruction of the practice of residents' autonomy.The core of the two-way claim mechanism is two lists,one resource list and one demand list.When the items on the resource list and the demand list coincide,that is,the demand matches the resource item,and the supply matches the demand,the "two-way claim" mechanism begins to play a role.The list of resources and the list of requirements are formed by visiting the social organization service center.Projectization and listing make the resources and needs of both sides clear to the street and regional units at a glance.In the model of "empowerment-incubation" community autonomy,"empowerment" is the party that owns public resources and transfers the right to use part of public resources to the party that does not have public resources.Here,the one with resources refers to the grass-roots government of the city,while the other without resources refers to the service center of community social organizations.In order to satisfy their own interests better and broaden the path of participating in community autonomy,community residents also transfer part of their power to satisfy their own interests and the right to use personal resources to community social organization service centers.The transfer of the right of use by the community residents is carried out under the condition of anarchy,which is entirely out of the will of the community residents themselves.It can be said that "empowerment" is the income of social organization service centers,"incubation" is the use of social organization service centers,"empowerment" is the prerequisite for "incubation" and "incubation" is the result of "empowerment".Both empowerment and incubation are the service centers of community social organizations to realize community autonomy.The combination of "empowerment" and "incubation" is a model of community autonomy with social organization service center as its hub.As the core of this model,the social organization service center should be responsible to the urban grass-roots government and the community residents.
