Research On The Medical Insurance Reform Of Government Agencies And Institutions In Lixia District, Jinan City

China's government organs and institutions are widely distributed in many fields,with a large number of units,a large contingent of personnel,unclear functions,too many people to support,and a heavy financial burden.Further reform is needed.Due to the different channels of obtaining funds,the income of employees and pension medical treatment are quite different,which leads to the contradiction between enterprises and institutions,and is not conducive to building a fair competition market environment.Therefore,speeding up the reform of medical insurance in government organs and institutions plays a very important role in promoting the formation of a fair market competition environment and the rational flow of talents and the overall balance of income distribution and pension medical treatment.The decision on the establishment of a basic medical insurance system for urban workers was issued by the State Council in 1998.The reform of medical insurance in China has entered a new stage of social insurance.In 2001,we pushed forward the reform of medical institutions and the reform of the pharmaceutical production and circulation system.The"three medical linkage "has met the needs of the broad masses of the people for basic medical services.In 2012,Shandong provincial government organs and institutions implemented the reform of medical insurance in an all-round way.In April 1,2014,the Ji'nan municipal government announced the implementation of the basic medical insurance for employees in Ji'nan.On November 10,2014,Jinan Municipal People's Social Bureau and Finance Bureau jointly issued the Circular on Cancellation of Public Medical System for Participating in Basic Medical Insurance for Workers and Staff Members in Public Institutions.The document clearly requires that the work of basic medical insurance for workers and staff members in public institutions be basically completed by the end of 2015.After receiving the notification document,the Medical Insurance Management Office of Lixia District of Jinan actively carried out the reform work.In December 2015,the work of integrating public-funded medical care with medical insurance for employees in Lixia District was completed steadily.The reform was carried out in a one-off and comprehensive way,and a good system connection was ensured in the medical reform.Since the medical reform in December 2015 in Lixia District of Jinan City,many problems have emerged,such as"difficult to see a doctor,expensive to see a doctor","low level of medical service "and"hospital shirking responsibility for patients".Therefore,the medical insurance system for employees of government organs and institutions needs to be improved continuously.This paper mainly adopts literature analysis,investigation,comparative analysis and other research methods.Firstly,it explains the concepts of medical insurance,medical insurance for urban workers,medical insurance for employees of government organs and institutions,and the theoretical basis of medical insurance system.Secondly,this paper introduces the evolution of the medical insurance system of the organs and institutions in Lixia District of Jinan City,and expounds the contents and process of the reform of the medical insurance system of the organs and institutions in Lixia District of Jinan City.Thirdly,the problems existing in the medical insurance reform of government organs and institutions are studied in depth,and the causes of these problems are analyzed concretely.Finally,the paper puts forward countermeasures and suggestions for this reform.Perfecting the reform of medical insurance in government organs and institutions is the objective requirement of perfecting fair competition in the market,an important measure to safeguard the basic rights and interests of the masses,and an important content of establishing and improving the social security system.This is not only conducive to promoting the equalization of basic social services,social security fairness and justice,is conducive to improving the level of social welfare,improving the quality of social services,the development of social security undertakings in Lixia District of Jinan City,for promoting the deepening reform of government organs and institutions,building a well-off society in an all-round way,and maintaining the harmonious and stable development of society.It has great practical significance.
