Since The Reform And Opening Up, The History Of The Construction Of The Anti-corruption And Honesty Laws And Regulations Within The Communist Party Of China

The Third Plenary Session of the Eleventh Central Committee of the Communist Party of China opened a new era of reform and opening up.China began to be in a period of social transition with overlapping contradictions.Various social issues have become prominent.Corruption is one of the many problems that need to be solved.Corruption is prone to occur frequently,and the anti-corruption struggle is severe and complicated.Anti-corruption work faces many new situations and new problems.In order to punish corruption,the CCP has formulated a series of anti-corruption party regulations.In the past 40 years of reform and opening up,what kind of development process has been experienced in the construction of anti-corruption party legislation,what are the characteristics of each stage;what achievements have been made in the construction of anti-corruption party legislation,and what historical experience is worth learning;what is still there? Insufficient,what improvements can be taken? All of this is exactly what this article is trying to solve and solve.The introductory part of this paper expounds the topic and research significance,literature review and research status,research methods,research difficulties and possible innovations.The main body of this article is divided into three parts.The first part is the first chapter,which expounds the definition,classification,effectiveness level of the party's internal regulations and the definition and function of the anti-corruption party's internal regulations.The second part is the second chapter to the fourth chapter.It mainly reviews the history of the CCP's anti-corruption party's internal regulations since the reform and opening up,and is the main part of the thesis.The second chapter mainly expounds the content and characteristics of the anti-corruption party's internal law construction and the restoration of discipline inspection organization and the response to outstanding problems(1978-1992).At this stage,the focus of anti-corruption law enforcement is to restore and strengthen discipline inspection and supervision organizations and systems,and to formulate corresponding regulations for prominent issues such as cadre specialization and illegal crimes in the economic field.The anti-corruption party's internal laws and regulations show that the content is complete,normative,and the proportion of entities and procedures is unbalanced.The third chapter mainly expounds the content and characteristics of the anti-corruption party'sinternal law construction and exploration of the stage of treating both the symptoms and the root causes and the comprehensive governance corruption(1992-2012).At this stage,the power restriction mechanism,the integrity and self-discipline mechanism,the punishment mechanism and the internal party supervision mechanism were promulgated and implemented,and the anti-corruption party's internal legal system system was initially established.The anti-corruption laws and regulations have increased operability and proactive legislation to control corruption,but there are still problems such as discriminating laws and regulations.The fourth chapter mainly expounds the content and characteristics of the anti-corruption party's internal law construction concept innovation and the continuous strengthening of the system construction stage(2012-2018).Since the 18 th National Congress of the Communist Party of China,the top-level design and overall planning for the construction of anti-corruption laws and regulations have been strengthened,and the outdated regulations that are not suitable for the development of the situation have been cleaned up.Some important regulations have been revised in response to the new situation,and the party and the rule of virtue have been revised.The combination of the Party and the anti-corruption system has been continuously strengthened,and the anti-corruption and anti-corruption party internal regulations have been systematically,scientifically,and innovated.The third part is the fifth chapter,which mainly expounds the historical experience gained from the anti-corruption party's internal laws and regulations since the reform and opening up,analyzes the existing problems and tries to propose improved countermeasures.
