In recent years,with the further reform of the financial system and the reform of public institutions,the performance evaluation of public institutions in China has received more and more attention from all aspects of society.In the past,the assessment of public institutions was relatively rough,mainly reflected in the imperfect and unscientific performance evaluation index system,the managers 'low degree of attention to the assessment,and the lack of a perfect assessment and monitoring mechanism.At the same time,in the process of assessment,there is a lack of perfect supervision mechanism.Cadre employees do not fully understand the actual assessment process,and they will question the results of the assessment.In the long run,it is not conducive to the stability and unity of institutions,and it is easier to produce performance.Evaluation backfired.Therefore,only by using effective assessment theory,establishing scientific evaluation indicators and improving the evaluation mechanism,can we effectively play the actual role of performance evaluation and promote the vigorous development of the entire institution.The balanced scorecard is a new assessment and evaluation system.The core is to convey the mission and tasks in the organizational strategy and workflow to each member of the organization from the four dimensions of finance,customer,internal process,and employee learning and growth.Ultimately,it enables the organization to achieve strategic objectives.Since the 1990 s,government agencies in many developed countries have introduced balanced scorecards into public management.For example,the Singaporean government introduced balanced scorecards in the regional court system,and the British government introduced balanced scorecards in the police system.The government's spending savings,increased internal efficiency,increased people's satisfaction and support,and promoted a significant increase in the level of public services.It can be said that the introduction of the balanced scorecard into government public management is considered by all countries as a major change in government organizations and is profoundly changing the concept of government governance worldwide.In view of this,this thesis tries to analyze the present situation of the performance evaluation work of public institutions in our country from the perspective of the balanced scorecard tool.Taking the registration management center of the H city as an example,throughthe analysis of the establishment of scientific performance evaluation indicators,the weight of each index is established,and the focus is on trying to build the performance evaluation system of the H city registration management center under the balanced scorecard theory.At the same time,the author puts forward the safeguard measures for the enterprise to carry out the performance evaluation,so as to avoid increasing the various burdens brought by the public service project or the firm,achieve the balance of performance and action to a greater extent,and push the performance evaluation level of our institution to a new level.
