Research On The Government's Responsibility For Purchasing Public Services From The Perspective Of Power Sharing

Providing public services as one of the important functions of the government,in essence,the value of government existence determines that it must provide public goods and services to the public.This is a manifestation of government functions and an unshirkable responsibility of the government.This is in line with the requirements of the reform of the public service system and promotes the role of government from a direct provider of public services to an indirect provider.As a public agent,the government's investment in the purchase of public services from professional social forces is not only conducive to improving the quality of public services,reducing the cost of providing public services,but also promoting the development of market economy and social forces.Power sharing was originally a category of political science.In the study of the responsibility of the government to purchase public services,this is an attempt to put power and responsibility together.It refers to the act of the government as a buyer,through contract outsourcing,etc.,to purchase public services from qualified social forces such as social organizations,private enterprises,and institutions that are qualified to provide public services.From the perspective of power sharing,whether the government's purchase purpose and purchase method,or the role of buyers and sellers,are the reasons why the government may eventually succeed in purchasing public services.Secondly,although the government purchases public services,it is a kind of economic transaction behavior.However,from the perspective of political science and public management,the essence is not only to share the power of resource allocation with social forces,but also to share the power of supervise decision-making with the public.Regardless of the transition from the government function or the government management model,it is necessary to share power.The government is always in the position of the core responsible person in the whole process of purchasing public services.The key factor for the success of purchasing public services depends on whether the government can assume responsibility.This paper analyzes the theory of power sharing in the field of political science of Pippa Norris and the theory of power sharing in the field of public management of Donald F.Kettl.And combs the development process and current situation of the government's responsibility for purchasing public services.Sharing theory analyzes the feasibility of government's responsibility to purchase public services.What is shared by the government is the power of resource allocation and decision-making supervision,rather than the basic idea of sharing responsibility,analysis of the power and responsibility of the government to purchase public services from the perspective of power sharing.Through the three dimensions of government,government and market,government and public,it analyzes the shortcomings of demand side,supply side and consumer side.Trying to base on the theoretical perspective of power sharing,while correctly analyzing government responsibilities,it clarifies powers and responsibilities,and provides reasonable and effective advice to ultimately realize the true value of purchasing public services.
