Research On Improving The Credibility Of The Grassroots Government

The government of the grass-roots level is the most basic level in the whole organizational system,and is the most direct subject of public goods and services provided to the society,while the public is the direct object of receiving public goods and services.It can be said that the relationship between the government and the public is the closest,and the strength of its government credibility is directly related to the degree of public trust in the government.a general survey of the current situation of grassroots governments shows that the credibility of grassroots governments is not optimistic,and there is still a general weakening phenomenon.At the same time,with the improvement of civic awareness,also increased the requirements for government work.Therefore,to enhance the credibility of grass-roots government has become a major issue facing the society.Based on the topic selected in this paper,the author mainly uses the social contract theory,the new public service theory,mass communication theory analysis,as well as the scholars' evaluation standards for government credibility,to select three dimensions of government credibility evaluation,the government's mobilization ability,policy penetration and crisis management ability namely.X county of G province was selected as the research object.On the basis of obtaining first-hand data through case studies and field interviews,it was discussed that the current situation of grassroots government credibility was worrying,which was weakened by the decline of the government's mobilization ability,the poor permeability of policies and the frequent occurrence of mass incidents mainly.Analysis its reasons,The author mainly from the pressure type system,grass-roots government's own work is not in place,and the influence of special social environment factor analysis,concrete embodiment in type pressure the restriction of the administrative system,the government financial difficulties at the grass-roots level of economic development lags behind,the traditional control type government ideas,administrative supervision "fause",the weakening of government integrity concept,basic social credit culture development is not mature,the masses culture quality restricted the civil consciousness awakening.Finally,for the weakening performance and the reason analysis,to explore the grass-roots government credibility should improve the paths of ascension from pressure type system,strengthening the construction of the government itself,and change the special environment,to be specific,from adjust measures to local conditions,adhere to the "blood transfusion" and "blood",insist on develop policy according to the opinion of the people,to improve the system of administrative supervision and accountability,to build promise accountability mechanism,to cultivate grassroots credit culture,to cultivate the citizen consciousness of countermeasures to improve grass-roots government credibility,which will provide reference to the promotion of the government's credibility for Other areas.
