Research On The Implementation Of The "Four Social Cooperation" Project In Rural Communities

With the rapid development of economy and society,multi-subject co-governance has become a new development trend.Promoting the modernization of modern state governance system and governance capacity has become one of the general objectives of deepening reform in an all-round way.The government's idea of governing the country has shifted from social management to social governance.In recent years,it has gradually become an important path for community governance in China to involve multiple subjects in community public affairs manag ement and to solve community problems and promote community development in the form of "government purchasing services".In this context,urban and rural communities in China are vigorously promoting the implementation of the "Linkage of the Community,Social Organization and Social Workers" and "Linkage of the Community,Social Organization,Social Workers and Community Volunteer" model.In order to deeply understand the operation mode of the "Linkage of the Community,Social Organization,Social Workers and Community Volunteer"in the community,analyze its problems,and put forward solutions,this paper adopts interview method and participatory observation method,with the opportunity of internship in Z institution,to enter H community to participate in the implementation of the project personally.The core of this paper is to discuss the problems in the implementation of the"Linkage of the Community,Social Organization,Social Workers and Community Volunteer"project.It is to study how to make the project run better and achieve the design goals better.Through the research on the implementation of the"Linkage of the Community,Social Organization,Social Workers and Community Volunteer"project in H community,we find the problems in the implementation of the "Linkage of the Community,Social Organization,Social Workers and Community Volunteer"project.By studying the four elements of subject,interaction,technology and system,we analyze the reasonable relationship among these four elements,and put forward relevant suggestions and measures to promote the final formation of the reasonable relationship.Firstly,this paper analyses the main practices and effects of H"Linkage of theCommunity,Social Organization,Social Workers and Community Volunteer"project in community construction;secondly,it summarizes the research on the implementation of H community"Linkage of the Community,Social Organization,Social Workers and Community Volunteer" project,and finds out the problems in the implementation of"Linkage of the Community,Social Organization,Social Workers and Community Volunteer" project through the research on the four elements of research subject,interaction,technology and system,which mainly reflects the main role of H community "Linkage of the Community,Social Organization,Social Workers and Community Volunteer"project.Fuzzy and incomplete functions,the main body of the"Four Associations Linkage" project interaction is not smooth,interaction mode urgently needs innovation,lack of relevant technical support system guarantee is not perfect.Thirdly,aiming at the problems in the implementation of the "Linkage of the Community,Social Organization,Social Workers and Community Volunteer"project and combining the experience of developed regions,this paper puts forward some suggestions,including clarifying the main responsibility,enhancing the main service ability of the"Four Societies",strengthening the construction of social work personnel,strengthening the support of social organizations,improving the assessment and incentive mechanism of social workers,and improving incentive measures for community volunteers.Finally,the author summarizes the experience and summary of the implementation of the Four Society Linkage Project in H Community Area,and carries on the discussion and reflection.
