Research On The Problems And Countermeasures In The Placement Of Retired Soldiers

With the deepening of reform,great changes have taken place in our political and economic structure.Similarly,reforms in the military field are deepening.However,the system of resettlement of retired soldiers,which is implemented in the planned economy period,has been unable to meet the requirements of today's era,resulting in many contradictions and conflicts in policy practice.It is urgent to reform the policy of resettlement of retired soldiers.At the same time,the field of social work has also changed from micro to macro,and the working methods are no longer limited to the traditional working methods such as case work,group work and community work.Social work administration has made great progress.Unlike traditional social work,social work administration does not deal directly with individuals,groups and communities,but improves the social adaptability of individuals and organizations by formulating and improving policies at the administrative level.As far as the resettlement of retired soldiers is concerned,social work administration can play a professional role in the investigation and evaluation of resettlement issues and the revision of resettlement policies.Under the new historical conditions,taking the actual situation of China as the breakthrough point,it is very important to introduce the concept and method of social work to innovate and improve the resettlement of retired soldiers.Based on the practice of resettlement of retired soldiers in G City of Shandong Province,this paper studies the problems and Countermeasures of resettlement of retired soldiers in China.The first chapter is an introduction,which mainly introduces the background of the topic,the purpose and significance of the research,the relevant concepts and theoretical basis,and literature review.Chapter II mainly describes the current situation of the resettlement of retired soldiers in G City and the relevant resettlement policies,existing problems and causes of analysis.The third chapter is about the excellent experience and practice of the resettlement of retired soldiers at home and abroad.It mainly introduces the four provinces of Henan,Hebei,Yunnan and Guangdong at home,and the resettlement mode of the complete marketization,the resettlement mode of the combination of plan and market,and the resettlement mode of the complete plan abroad.Chapter IV mainly through the analysis of the previous chapters,puts forward the countermeasures to improve the resettlement of retired soldiers in China,including the government level,the army level,the social level and the individual level of retired soldiers.The fifth chapter is the conclusion.It mainly elaborates the role and significance of social policy research from two aspects: the resettlement of retired soldiers and the development of social work localization.
