The civil servant's usual performance appraisal has a very important part of the civil service appraisal system.It has important means to improve the enthusiasm of civil servants,and to promote the overall quality and administrative efficiency of civil servants.Unit A is the customs directly under the QD area of the General Administration of Customs.It is responsible for Entry-Exit supervision,taxation,anti-smuggling,statistics,tax collection,customs clearance supervision,bonded supervision,import and export statistics,customs inspection,customs protection of intellectual property rights,as well as frontier health quarantine,import & export animal and plant quarantine and import & export commodity inspection,identification,certification and supervision and management.With the continuous deepening of China's accession to the WTO and reform and opening up,all sectors have increasingly demanded all aspects of customs enforcement and services.Establishing a scientific,fair and efficient usual performance appraisal system for customs civil servants in peacetime has become an objective need for customs to improve the level of law enforcement,improve internal management and strengthen grass-roots construction.At present,there are still some problems in the usual performance appraisal work of civil servants in unit A,such as insufficient attention paid by some appraisers and objects,incomplete appraisal indicators,inflexible appraisal methods,and difficulty in effectively using the performance appraisal results.Based on the existing civil service appraisal work in unit A and the relevant research results in China and the West,this paper discusses the feasibility of the application of the Balanced Scorecard Principle in the civil servant's usual appraisal,and try to use the Balanced Scorecard Principle to optimize the civil service appraisal system in peacetime,further strengthen the construction of civil servant's usual appraisal,and improve the internal management of the organs.I hope to make some contribution to the general evaluation and management of civil servants,and provide some inspiration and reference for the evaluation and evaluation of other units.
