Research On The Problems And Countermeasures Of Home Care Services In Urban Communities Involving Multiple Subjects

Since the 19 th National Congress of the Communist Party of China,along with the transformation of our society into the critical stage,we have put forward higher requirements for the transformation of our government's functions.Today,with an increasingly aging population,we need to be soberly aware that it is crucial to choose a model of pension sevices that is suitable for China's national conditions and meets the needs of the elderly in China.In the face of China's old-age predicament of“old before rich”and“old before getting ready”,the community home care service model has become the golden key to open the Chinese pension camp,and the community home care service model has been developed to this day.Some issues that need to be addressed further.This paper analyzes and summarizes the development status of the existing urban community home care service model from the perspective of the participation of multiple subjects,and analyzes the country from the four dimensions of government,market,community,family and the elderly,including the problems of urban community home care services and the causes of these problems.The paper argues that the responsibilities and division of labor of the government,the market,the community,the family and the elderly are different,but each subject is independent and closely related,and each subject has its own role and role to play.Only when all the multi-subjects cooperate fully and closely,can we give full play to the maximum effectiveness of community-based aged care services,and we can achieve the ultimate goal of “the elderly are properly cared for ”.According to the specific analysis,the government controls the overall situation and makes overall planning.The market provides motivation and support for the provision of aged care services.The community builds a communication platform for multi-subject collaboration.The family and the elderly need to actively participate in the social practice of old-age services.The full text has five chapters.The first chapter introduces the background of the topic and the meaning of the topic,and combs and draws on the research materials at home and abroad.The second chapter mainly explains the related concepts and theoretical foundations,analyzes the basic concepts of community home care services,and defines the community at home.The basic service content of the aged care service,through the interpretation of the multi-center governance theory,the multi-subject participation perspective,the final result of the communityhome care service is the interaction,game,communication and dialogue among the government,community,market,family and the elderly.The ultimate dynamic balance is reached,and the "elderly" in the pluralistic subject is also an indispensable important link in combination with the theory of demand hierarchy and the theory of welfare pluralism.The third chapter outlines the relationship among the multiple subjects in the residential care service of urban communities in China;The fourth chapter analyzes the development status,problems and causes of the residential care for the elderly in urban communities in China.The fifth chapter puts forward the suggestions on how to improve the functions of each multi-subject from the perspective of multi-subject participation.
