As a unique policy follow-up social problem in China,the pension problem of "losing the only child family" has gradually become a public issue that the society pays more attention to with the increasing number of the old people who lost their only child.The one-child family has made its due contribution to the family planning policy in China,but the life care and emotional comfort for the elderly who have lost their only child are also practical issues that need to be considered by the government when making policy.In this dissertation,by using the theory of social support and welfare economic theory,theory of social governance and public policy analysis theory,according to the development of national and chongqing endowment policy,take losing alone the family home in chongqing rural pension problem for the empirical case,analysis of the problems and reasons existing in the current loss of family pension alone,and in view of the problems and reasons,put forward to promote building a "home alone" pension policy and ensure the effective implementation of countermeasures and suggestions.The thesis is divided into five chapters.In the first chapter,the introduction mainly introduces the research background,significance,domestic and foreign research situation and the research ideas and methods adopted in this research.The second chapter mainly introduces the theoretical basis of this research,first of all "home alone","home alone" pension,pension policy concepts such as did the analysis of the core concepts,the second is the welfare economic theory,theory of social governance and policy analysis theory,elaborates the related theory and analyze its relationship with the theoretical basis of this study.The country's family planning policy of the third chapter mainly combs "home alone" pension policy in text and practice,through to the national level "home alone" pension policies and chongqing and home "home alone" pension policy text and practice,from the existing policies,explore the problems in development policy.The fourth chapter is field research and current situation analysis.It introduces the results of the questionnaire survey on the elderly care needs of rural "lost only child" families in wushan county,chongqing.Based on the analysis of the actual survey data and the summary of the interview results,it summarizes the current measures of "lost only child" elderly care in wushan county.In chapter 5,problems and cause analysis,the author finds out the practical problems existing in the current retirement system of "losing the only child",analyzes the causes of the problems,and explores the actual policy needs of the old people who have lost the only child.The sixth chapter is the exploration of policy Suggestions.On the basis of policy sorting and the analysis of actual survey results,combined with the relevant analysis theories of public policy,the author puts forward the policy Suggestions of "losing the only child" pension.The report to the 19 th national congress of the communist party of China(CPC)pointed out that "there are still many weak links in people's livelihood,poverty alleviation is an arduous task,there is still a large gap between urban and rural areas,regional development and income distribution,and the people are facing many difficulties in employment,education,medical care,housing and old-age care." The pension problem of the "lost only child family" is an integral part of the social pension problem in China,and also an insufficient aspect of the people's livelihood.To strengthen the attention to the pension problem of the "lost only child family" and promote the independence,standardization and perfection of its supporting policies is an important means and means to make up the weak links in the people's livelihood field.
