Research On Improving Village-level Governance Capabilities From The Perspective Of Rural Revitalization

Since the 19 th National Congress of the Communist Party of China,the CPC Central Committee and the State Council have put forward the implementation of Rural Revitalization Strategy,which puts forward new requirements for the construction of rural governance system and governance capacity.The improvement of rural governance system and governance ability is an indispensable part of the implementation of Rural Revitalization Strategy,and the improvement of village governance ability,especially the function of village organization,is an important part of the effect of rural governance.This paper takes the function of village organization as the main observation angle of village governance,and summarizes the four main problems faced by the improvement of village governance ability through in-depth investigation of rural areas in Laixi City.Firstly,there are deep-seated difficulties in the improvement of the system organization ability,which are mainly manifested in the contradictions between centralization and democracy,between village Party organizations and villagers' autonomous committees,between village cadres and ordinary villagers.Secondly,the lack of driving force for economic development at the village level,which is mainly manifested in the serious aging of permanent residents,the relative lack of capacity of village level cadres,and the difficulty of resource allocation to achieve Pareto optimality.Thirdly,the gap between the village level social service capacity and the urban level is further widened,which is mainly reflected in the inadequate maintenance of living facilities,the inability of production facilities to meet the needs of villagers,and the lack of service awareness of village level cadres.Fourthly,the standardized operation of village affairs and the supervision and guidance mechanism are not perfect,which are mainly manifested in the following aspects: the village affairs are not open,the financial affairs are not standardized,some village cadres make decisions in violation of regulations,individuals make decisions on behalf of the village collective,some village cadres act unfairly,have good relatives and friends,and embezzle collective property or public funds.In view of the above difficulties,this paper analyzes the reasons from the perspectives of villagers' self-government consciousness,"dual" power operation mechanism,intensified conflicts between villagers' personal interests and collective interests,urbanization and "siphon effect",effective allocation of resources,supervision and restriction,etc.At the same time,it puts forward countermeasures and suggestions from the perspectives of optimizing the organizational capacity of village system,innovating the economic development mode,promoting the integration of rural services,and promoting the standardization and effectiveness of village affairs.
