| China has stepped into an aging society in 1999,which is characterized by high speed,aging and imbalance.In less than ten years,China will step into a real "aging society".With the deepening of population aging,family size and family model have also changed,the traditional single family pension model is no longer suitable for the solution of the pension problem in China at this stage.In combination with the basic national conditions,the Chinese government uses the successful experience of other countries and regions for reference to find a social pension service mode and pension service operation system suitable for China's basic national conditions.At present,the preliminary framework of domestic social pension security mechanism has been completed,and in practice,most regions in China have established home-based pension as the basis Social care as a support,institutional pension as a substantial social pension service system in line with China's characteristics,social pension services are also developing rapidly.In this process,the leading role of the government is very important.The improvement of social pension service system and the transformation of government functions promote each other.The follow-up work of social pension service,supporting services and service support system,and the government's actions and functions are indispensable.In the process of establishing the socialized pension service system,it also promotes the continuous transformation of government functions.Whether the socialized pension service can continue to develop is closely related to whether the government functions are effectively played.At the present stage,the government function has initial effect in the socialized elderly care service,but there are still some problems such as insufficient systematic cohesion of the system construction,sluggish implementation of policies and so on,which affect the development of the socialized elderly care service system.It can be said that the key to the socialized development of the elderly care service lies in the efficient transformation of the government function.Based on the review of literature,this paper analyzes the research results of the social pension service and the corresponding government functions in China from the theoretical and current aspects,and based on the pension service and the new public management theory and other related theories It provides theoretical support for the following chapters.Secondly,it expounds the corresponding development of the government's functions in the process of social pension service in China,describes the role transformation of the Chinese government in different stages of the development of pension service socialization,from the perspective of "welfare relief" to the perspective of "power security".Then,take the "power security" government as the future development direction of Dalian municipal government,and make research and analysis based on the actual situation of the city's pension service development.After the analysis of the specific development situation,we know that although the city has made some achievements in the development of social pension service,the government's concept is not advanced enough and the policies and laws and regulations appear in the performance of pension service supply function However,there are many problems,such as the imperfection,the absence of the function,the unreasonable financial expenditure and so on.Finally,based on the above-mentioned problems of government functions,this paper puts forward some countermeasures for the development of Dalian's social pension services,including the following strategies: to adhere to the leading role of the government,strengthenthe government's responsibility,effectively join the social forces through policy protection,improve the construction of the team of pension professionals,strictly perform the government's supervision and management responsibilities,and promote me China's social pension service is developing towards standardization. |
