Government procurement is an important part of modern government expenditure management,and it is also a legal behavior that must be abided by when purchasing with financial funds.With the vigorous development of the Internet,China has made fruitful achievements in actively exploring the construction of government procurement Informatization: at the central level,the electronic government procurement management system of all central departments has brought convenient and efficient procurement experience to the purchasers;at the local level,all local governments have spared no effort in strengthening the Electronization of public resource trading platform.However,at present,the research on the construction of government procurement informatization in China is basically still at the policy and theoretical level.There are few researches on how to implement and implement the government procurement informatization and how to form the final practical application.From the perspective of the development process and construction effect of the Central University government procurement informatization,this paper provides a reference for promoting the development of government procurement informatization.First of all,through the research and analysis of the relevant theory of government procurement information,this paper puts forward the model of government procurement management information,which is to build two core systems of procurement management system and electronic trading platform.Through literature analysis,investigation and data analysis,this paper analyzes the overall situation of government procurement information construction in 100 central universities,starting from the practical application of "management + transaction",This paper comprehensively analyzes the application status of the "government procurement plan management system","government procurement management transaction system","procurement information portal","procurement management system","electronic transaction platform" and other information platforms,draws the construction map of the Central University government procurement management information system,and analyzes the current central university government procurement There are difficulties and problems in informatization.The system answers why to realize the informatization of government procurement,how to build a complete information system,and what are the difficulties and key points of the informatization of government procurement.From the perspective of specific application of informatization,this paper analyzes the problems existing in the current government procurement management of central universities.By establishing the model of "management + transaction" of government procurement informatization,the past general informatization construction is subdivided,that is,management is the top-down process of national institutions and the bottom-up process of internal purchasers,and transaction is the interactive process of purchasers and suppliers The two are distinguished.In this paper,the objective and real data for quantitative analysis,for the Central University government procurement information research provides a new way of thinking.Through the research,it is found that the procurement management information of central universities is still in the process of offline to online transformation.Although some universities have made some achievements in the construction of electronic trading platform,there is still a big gap between the goal of building a "one-stop" service management information system with users as the core.At present,there are some problems in the informatization of government procurement management in central universities,such as "the overall level of informatization is low,the information island is numerous,the data value is not mined,and the user experience needs to be improved".Through the analysis of the above problems,we can find out the reasons and draw lessons from others.This paper proposes to strengthen the resource guarantee,adhere to the user as the goal,cultivate professional talents,and build a comprehensive department Four suggestions for further improving the Central University government procurement informatization,such as unified implementation of "one-stop" service.
