With the rapid development of China's economy,technology and education,the demand for high-level talents in colleges and universities is becoming stronger and stronger,and the role between high-level talents and universities is becoming increasingly apparent,and the competition for talents between universities is becoming more and more intense.Compared with "double-first-class universities" and universities affiliated to the central government,the introduction,cultivation,and retention of talents in ordinary undergraduate colleges have been at a disadvantage.Therefore,in the face of the fierce talent competition environment in colleges and universities,in order to be in an advantageous position in the battle for talents,ordinary undergraduate colleges must formulate a talent policy(engineering)that is competitive and suitable for their own conditions.In order to introduce excellent talents through the environment,we must exert policy effectiveness and release the internal driving force for talent competition.This research conducted a questionnaire survey and interviews with self-relevant professors of Q University on the basis of consulting the relevant documents of Q university's special professor talent engineering policy.Finally,120 questionnaires and 15 in-depth interview records were collected to analyze and study Q university's special professors.The implementation status and function mechanism of the professor talent engineering policy,and through the DEA model to evaluate the scientific research efficiency of the specially-appointed professor talent project.The results show that the specially-appointed professors have a significant effect on the second,third,fourth,and fifth roles.Natural science research efficiency and social science exist Certain differences.The specially-appointed professor talent project introduces,trains and retains high-level talents for the development of colleges and universities.The development of high-level talents requires the support of resources,and the unfair distribution of resources will restrict the development of high-level talents.High-level talents have high human capital High-level talents,strong innovation ability,large number of scientific research achievements and high quality have promoted the development of disciplines.On the other hand,discipline development provides a better platform for high-level talents.Finally,systems and services have a guarantee role for high-level talents.But at the same time,there are problems such as imperfect evaluation system,inadequate talent development environment,and lack of flexibility in policies.Therefore,it is necessary to scientifically plan the selection methods of specially-appointed professors,create a good talent environment,strengthen policy flexibility,improve the assessment and supervision system,and internal talents.Balance with foreign talents,pay equal attention to introduction and cultivation.In this study,the evaluation of high-level talent policies for ordinary undergraduate colleges is conducive to enriching and developing relevant research on high-level talent policies,and further improve the level of high-level talent team construction in ordinary undergraduate colleges.
