Reflections on environmental policy and contribution to environmental innovation adoption in the pulp and paper industry

Abstract/Summary:
This study examines the impact of environmental policy on adoption of environmentally innovative technologies in the pulp and paper industry. Bleaching pulp and paper mills in the United States were studied to examine the influence of environmental regulation, plant capacity and community pressure on the total release into the environment of chloroform, TCDD (2,3,7,8-tetrachlorodibenzo-p-dioxin) and TCDF (2,3,7,8-tetrachlorodibenzofuran) in the regulatory regime of the "Cluster Rule". Using data from the EPA's Toxic Release Inventory for 2000-2003, the environmental performance of facility was obtained to proxy the output of using environmentally innovative technologies. The overall release to the environment reduced: Chloroform reduced by 81%, TCDD by 52% and TCDF by 51%. The empirical findings failed to indicate meaningful relationship between release reduction and the response variables. The result implies that the reduction in the release was not associated with pressure from the states regulatory pressure, community pressure and facility capacity.
