Abundant natural resources do not always promote economic growth.From a long-term perspective,some countries or regions with abundant resources have not achieved rapid economic development as pointed out by classical economic theory.On the contrary,their economic growth speed is slow,even stagnant.This paradox between economy and resources is called the "resource curse" effect.This article takes Shaanxi Province as an example to explore whether it has a "resource curse" effect.This paper selects various economic development indicator data of Shaanxi Province from 2006 to 2016,considers the impact of economic development on the environment from the perspective of sustainable development,measures economic development with per capita green GDP growth rate,and uses energy abundance and the proportion of employees in the mining industry measure the abundance of resources,introduce control variables,use panel data regression models and OLS estimation methods to calculate Shaanxi's green GDP,study the existence and transmission mechanism of Shaanxi's "resource curse" effect,explore the impact of various control variables on economic development,And provide countermeasures and suggestions for Shaanxi Province to crack the "resource curse" effect.The article draws the following conclusions:(1)The overall economic development of Shanxi Province is good from 2006 to 2016.The negative external effects of economic activities on the environment are decreasing year by year.The economy of Shaanxi Province has crossed the inflection point of the S-curve of economic development,and gradually progressed from a rapid development to a steady development over.(2)There is a "resource curse" effect at the provincial level in Shaanxi Province.Technological innovation investment and manufacturing development promote regional economic development,and to a certain extent reduce the negative impact of the "resource curse";human capital investment,the development of the tertiary industry and the degree of opening up show a negative impact on the growth rate of per capita green GDP.As a result,high investment did not result in high growth.The reason was the unreasonable distribution of capital and manpower,more capital and manpower flowed to resource-based industries,the actual foreign investment was also very likely to flow to resource-based industries,resultingin an unbalanced industrial structure.Reasonable,leading to malformed regional economic development.(3)Technological innovation,manufacturing development and tertiary industry development are the transmission mechanisms of the "resource curse" in Shaanxi Province.Technological innovation is conducive to the economic growth of Shaanxi Province,but low-level investment is difficult to produce obvious effects;manufacturing and tertiary industry sectors are characterized by learning by doing,technological innovation,high efficiency and economies of scale,which have an overall impact on the development of the national economy.In order to achieve long-term economic stability and benign and sustainable development,Shaanxi Province should be alert to the "crowding out" effect of resource-based industries on manufacturing and tertiary industries.(4)In order to break the "resource curse" effect,Shaanxi Province should strengthen technological innovation and investment in science and technology;strengthen human capital management and increase investment in the education industry;strengthen inter-regional cooperation and increase opening to the outside world;actively promote industrial transformation upgrade.
