Since the reform and opening up,China has attracted numerous foreign direct investments and promoted the economic and social development by relying on the huge demographic dividend.In recent years,with the development of modern industrialization,China's industrial structure began to carry out transformation and optimization.At the same time,China's investment in education funds has gradually increased,the structure of education for the population has changed,and the quality of the whole population has generally improved.In this context,the factors affecting China's attracting foreign investment have also changed a lot.Therefore,it is of great significance for the development of human capital and the strategy of attracting foreign investment to explore the impact of the current human capital structure changes on FDI in China.This paper first describes the research background and significance of the article,clarifies relevant research methods,and studies the domestic and foreign literature related to human capital and foreign direct investment,based on the previous research results,this paper discusses the overall impact of human capital structure changes on foreign direct investment in China and regional impact difference.Secondly,this paper analyzes the changes of human capital structure and the current situation of foreign direct investment,and expounds the related theories,measurement methods of human capital structure and the impact mechanism of foreign direct investment.Thirdly,on the basis of the new economic growth theory,this paper constructs the econometric model,selects the provincial panel data of China from 2000 to 2018,and uses the double fixed effect model to study the impact of human capital structure on foreign direct investment from the national level and the level of the East,the middle and the west regions,and uses labor cost as the intermediary variable to study "human capital--labor cost--foreign direct investment" The results show that: human capital structure has a significant positive impact on foreign direct investment,but high-quality human capital has no significant impact on foreign direct investment;there are certain differences between regions,the development of eastern region is relatively mature,the demand for human capital is large,and the increase of human capital promotes the increase of foreign direct investment.In addition,thedevelopment of the central and western regions is relatively slow,and human capital is not one of the most important factors affecting foreign direct investment;there is an intermediary effect mechanism of "human capital structure--labor cost--foreign direct investment",and the impact result is partial intermediary effect.Finally,based on the above analysis and empirical conclusions,some targeted suggestions are put forward to optimize China's education investment structure;We should appropriately encourage childbearing,maintain the advantage of population scale;Relevant departments should issue preferential policies,reduce the brain drain in the central and western regions,and promote the rationalization of regional distribution of human capital in China;at the same time,improve China's market investment environment,under the premise of continuous optimization of human capital structure,we should promote the development of foreign direct investment structure towards diversification and rationalization,so as to promote the steady growth of China's economy.
