Under the background of national energy transition,peak carbon dioxide emissions and carbon neutrality target,new energy sources such as wind and solar energy will enter a period of rapid development.With more and more new energy to participate in the operation of power system,many problems are gradually highlighted,especially wind,solar and other new energy output power has the characteristics of large randomness and high volatility,relying only on traditional thermal power,hydropower units difficult to meet.the requirements of power system flexibility.Flexible resources such as electrochemical energy storage,demand response and virtual power plants can provide more and more economical flexible regulation capabilities for power systems.It is urgent to study the value of all kinds of flexible resources participating in the operation of power system,compare the comprehensive value of different flexible resources,and provide theoretical support for promoting the application of flexible resources in power system and speeding up the construction of modern energy system.This paper systematically analyzes the essential characteristics and classification of the three flexible resources of electrochemical energy storage,demand response and virtual power plant,and constructs three dimensions of technical value,economic value and social value,including power supply reliability,equipment utilization rate,resource utilization,technical maturity,operating maintenance cost,power grid construction cost,carbon emissions,user satisfaction and so on.By comparing and analyzing the essential characteristics,advantages and disadvantages and scope of application of various subjective,objective and combined empowerment methods,missing information and evaluating effectiveness,the hierarchical analysis method,entropy method,game theory and cloud model based on index scale is constructed.The evaluation grade of each flexible resource is obtained,and the results are verified by other comprehensive evaluation methods,and the results show that the model and the results obtained are valid.Finally,combined with the current electrochemical energy storage,demand response and the practical application of virtual power plants in China,this paper analyzes and discusses the utilization of flexible resources from the three aspects of policy standards,technology economy and business model,and puts forward suggestions for improvement.Based on the combination weighting method and the cloud model,this paper can provide a new angle and method for the flexible resource value evaluation analysis,make a comprehensive comparison of the value of different flexible resources,and provide reference for the implementation and application of the actual flexible resource project.
