Research On The Adjustment Of County-level Political Districts In Coastal Urban Districts Driven By Land And Sea Overall Planning Strategy

Since the new century,the land and sea integration has become an important strategic fulcrum for the transformation and development of coastal cities in China.After the 19 th national congress,land and sea coordination became a major national strategy.The coastal cities are severely restricted by the regional barriers when they plan the land and sea economy,society,culture and ecology.For many coastal cities,how to effectively break down the administrative barriers faced by urban transformation and development becomes the key to promote the development of land-sea integrated strategy.Literature review found that the domestic and foreign research results on the administrative division in the land-sea pooling are relatively few,and are limited to the case study on the division adjustment of a single coastal city,lack of systematic thinking on the coastal city administrative division adjustment from the strategic perspective of land-sea pooling.Based on this,this study based on the theory of predecessors' research,by land,sea and overall implementation of the strategy of the coastal city of the district administrative adjustment system and law of case summary,clear zoning adjustment and the inner relationship between land,sea and overall development mechanism,and attempt to the next step in our country land,sea and zoning adjustment countermeasures in overall strategy to promote the scientific advice.Firstly,this paper discusses the interaction mechanism between land-sea coordination and the adjustment of county-level administrative areas in coastal cities from six key areas of land-sea coordination strategy,namely,the function upgrading of coastal cities,the spatial layout of land-sea coordination,the development of land-sea resources,the development of land-sea industry,the improvement of land-sea management system,and the opening-up of land-sea coordination.Then,the paper selects the typical cases of the adjustment of county level administrative areas in coastal cities driven by the land-sea overall planning strategy for empirical study.Finally,the paper analyzes the demand of the optimization of the administrative areas of coastal cities under the land-sea overall planning strategy,and puts forward corresponding Suggestions.The core conclusions of the study are as follows: first,there are still insufficient studies on the influence mechanism of land-sea overall planning strategy on the adjustment of administrative areas in coastal cities;Second,the interaction between China's land-sea overall planning strategy and the zoning adjustment of coastal cities shows a clear regularity.Third,China's coastal cities around the land and sea planning strategy of the practice of zoning adjustment has accumulated rich experience;Fourth,the further promotion of land and sea overall planning strategy cannot be separated from the close coordination of coastal city zoning adjustment.In the next step,we should make clear the strategic deployment of China's coordinated development of land and sea,and deal with the zoning obstacles faced by some cities in Marine economic development,ecological restoration of coastal zones,market-oriented allocation of offshore island resources,coastal zone management reform,and protection of maritime rights and interests.These studies are of great value for the smooth implementation of China's land-sea overall planning strategy and the sustainable development of coastal cities.
