Research On The Problems And Perfection Of The Emergency Treatment Of Pollution In The Sea Area Of Ningbo Zhoushan Port

With the continuous advancement of economic globalization,the transportation business of various sea ports in China is becoming more and more frequent,which provides a strong impetus for China's economic development.As a country with great energy demand,China's demand for petroleum resources is also increasing during the process of continuous industrialization.Based on the advantages of seaport resources,ocean shipping has become an important channel for China's oil transportation,with the advantages of low cost and large transportation volume.However,the frequent offshore oil spill accidents at home and abroad in recent years have also sounded the alarm for China's offshore oil transportation.Oil pollution will not only cause serious ecological damage,but also have a very serious impact on human life and health.It also has the characteristics of rapid propagation and difficulty in dissipation.Ningbo faces the East China Sea and is located in the middle of China's coastline.It has excellent geographical conditions and is also an important foreign trade and economic development zone in China.Thanks to these good foundations,Ningbo Zhoushan Port has developed rapidly in recent years.It has become the seaport with the largest cargo throughput in China and the world.It is also an important oil transportation distribution center in China and has very important strategic significance.Therefore,it is particularly important to study the risk of oil spill pollution in Ningbo Zhoushan Port and the countermeasures.Based on the above background,this article has conducted an in-depth study on the emergency treatment of pollution in the sea area of Ningbo Zhoushan Port.First,this article defines the concept and connotation of marine pollution and emergency response,and deeply studies and expounds the theoretical basis related to this research,including marine ecological protection theory,governance theory and emergency management theory.After that,this paper analyzes the pollution status and pollution characteristics of Ningbo Zhoushan Port,and analyzes the current situation of Ningbo Zhoushan Port's pollution emergency treatment from the perspective of legal and institutional basis,organizational structure and equipment technology support.In order to promote the improvement of Ningbo Zhoushan Port's marine pollution emergency response,this paper further analyzes its current problems in emergency response,including the unclear setting of the leadership structure,the unclear division of responsibilities of each agency,the insufficient participation of social forces,and environmental pollution disposal Insufficient equipment reserves,insufficient R & D and application of new technologies,and lack of linkage platforms and related information systems.Finally,in response to these problems,this article puts forward corresponding countermeasures.
