Based on the background of Chinese communication industry,also combining with game theory and system complexity,this paper establishes a three-oligarch game model considering the influence of internal and external factors in the competition of oligarch enterprises.The internal factors include product price,service level and delay parameters and etc.The external factors include market uncertainty and government incentives.In order to study the service competition of operators in the new era and provide better decision-making suggestions for enterprises and governments,this paper takes service quality as decision variable that affects the development of enterprises.Enterprises can not only take their own competitive advantages,thus getting customer mobility,but also attract new customers through their service.Firstly,this paper analyzes the static solution of Nash equilibrium of three oligarchs' competition,constructs a nonlinear complex system model between competition intensity,service cost coefficient,service gain coefficient and optimal service level.From the simulation,this paper finds that the increase of unit service cost and competition intensity will reduce the difference of service optimal value among different enterprises.In addition,the independence between stochastic demand and optimal service level is also demonstrated.Secondly,this paper analyzes the dynamic behavior of three-oligarchs under multi-period game.By doing numerical simulation,the system stability,bifurcation and chaos are analyzed.The complex characteristics in the process and the chaos control strategy are also studied.Then,the delay strategy is studied,and the influence of the delay strategy on the stability region and profit is analyzed by computer simulation.The results show that excessive reference of the past behavior will not be conducive to the stability of the enterprise strategy.From the point of the enterprise profit,the delay strategy is conducive to the growth of the enterprise's own profit,but not to the profit of the market.In the final part,this paper simulates the influence of two types of government incentives on the competitive strategy of enterprises.It is found that the unit cost subsidy and lump-sum payment will both improve the service level of the three oligarchs.However,the unit cost subsidy will promote the arrival of the unstable point and cause potential harm to the system and the lump-sum payment will strengthen the robustness of the system to a certain extent and promote the healthy competition of enterprises.Overall,through the analysis of the game model of the three oligarchs in Chinese telecommunication industry,the conclusion shows that oligarchs may need to pay more attention to the balance of competition and cooperation,adjust their own development strategies reasonably,and prevent the harm of the potential complexity.Moreover,the government should also give a range when making incentive and subsidy policies,a great balance of different incentive mechanisms could promote the better development of the industry.
