Sustainable development is the "Golden key" to solve current global problems and the greatest common divisor of development. And sustainable-oriented transport development is an indispensable and important one,a basic, leading, strategic industry and an important service industry in the national economy, and an important support for sustainable development. In recent years, the rapid development of sustainable urban transportation in my country has faced two major challenges, traffic congestion and environmental pollution. How traffic management agencies can get scientific, systemic and effective decision making to carry out macro-control of the urban traffic system with the view of the whole transport conditions,to improve urban transport conditions and bring along the development of all the economic activities of the city is a big problem that is important to the long-term,steady,continuance,rapid,and correspond developments of the nation's economy. Therefore, the transport network design problem has not only theorectic values but also wide application foreground in actual traffic management and environmental pollution control. This dissertation mainly does the following research work on traffic congestion and environmental pollution in the urban transportation system:(1)The problem of continuous and balanced transportation network design considering exhaust emissions with tradable electronic ticket schemes under fixed demand and elastic demand was studied separately, and a multi-objective two-level planning model was constructed: in the upper problem, the government enhanced the capacity of road sections and collected Electronic tickets minimize the total impedance and CO emissions of the system and maximize economic benefits;in the lower problem, travelers minimize travel time and the total cost of electronic tickets by choosing the best route.(2)According to the characteristics of the established transportation network design model, the two-level multi-objective programming problem is transformed into a single-level multi-objective programming problem through the K-K-T conditions of the lower-level planning problem, and a relaxation algorithm is constructed to solve the problem, and the model is verified with related examples And the feasibility and effectiveness of the algorithm, and finally analyze the advantages and disadvantages of this model and algorithm based on the experimental results.(3)Numerical experiments are carried out with the model and the original model of the tradable electronic ticket scheme to compare and study the influence of the tradable electronic ticket scheme on the traffic network design problem, which proves the feasibility of the tradable electronic ticket scheme. The study found that the tradable electronic ticket scheme will reduce the total impedance of the system, bring a beneficial impact on the system, and reduce environmental pollution at the same time.
