Due to the complexity of decision-making environment as well as fuzziness and uncertainty in human cognition, many decision-makers prefer to use fuzzy numbers or linguistic terms to express decision-making information. The q-rung orthopair fuzzy numbers are developed from intuitionistic fuzzy numbers, which allow decision-makers to assign any values between 0 and 1 for membership and non-membership,thus have a wider range of fuzzy information expression. The 2-tuple linguistic models, which consists of a linguistic term and a real number, can represent any result of linguistic term in the process of information aggregation, thus can effectively avoiding information loss in the decision-making process. The q-rung orthopair fuzzy 2-tuple linguistic numbers(q?ROFTLNs)combine the advantages of 2-tuple linguistic information, allowing decision-makers to give the corresponding membership degree and non-membership degree for the qualitative evaluation. Therefore, using q?ROFTLNs to express decision information can better maintain the integrity of the original evaluation information.Numerous empirical studies have shown that decision-makers are often bounded rational, their actual decision-making behavior is affected by individual psychological factors. However, the traditional expected utility decision model is based on the “rational man” hypothesis, which may lead to unreasonable decision results. The prospect theory and regret theory consider considers the effect of decision maker's psychological factors, and is closer to the fact that human is bounded rational, which provides a new idea for the study of multi-attribute decision-making(MADM).This study will propose three multiattribute group decision-making(MAGDM)methods based on power MSM operators, prospect theory and regret theory, which can further develop the theory of fuzzy MADM,and can provide some new solutions for real decision-making problems in the meantime. The research contents of this study are as the following aspects:(1)Research on q-rung orthopair fuzzy 2-tuple linguistic aggregation operators.Based on the basic theory of q?ROFTLNs,the distance function of q?ROFTLNs is defined. On this basis, considering the specific function advantage of power average operator and MSM operator,we defined the q-rung orthopair fuzzy 2-tuple linguistic MSM(qROFTLMSM)operator,q-rung orthopair fuzzy 2-tuple linguistic power MSM(qROFTLPMSM)operator and their weighted forms, and studied the properties of these operators have and special case. The MAGAM method based on q-rung orthopair fuzzy 2-tuple linguistic weighted power MSM operators is proposed.(2)Research on MAGDM methods based on q?ROFTLNs and behavioral decision theories. For MAGDM problems with unknown weights, the CRITIC method and the maximization deviation method based on q-RO2 TLNs,and the expert weights determination method based on the similarity of q-RO2 TLNs are developed.Considering decision-makers' psychological factors, such as risk aversion, regret and joy,the prospect theory and regret theory are extended to q?ROFTLNs,respectively. The q-rung orthopair fuzzy 2-tuple linguistic MABAC method based on prospect theory and the q-rung orthopair fuzzy 2-tuple linguistic PROMETHEE method based on regret theory are developed.(3)Research on the application of MAGDM methods based on q?ROFTLNs.For the selection of cloud ERP systems under the environment of q-RO2 TLNs,the corresponding evaluation attributes are selected. The MAGDM methods proposed in this paper are used to evaluate and sort the alternative systems respectively.A comparative analysis of three methods is conducted to illustrate the characteristics and advantages of them.
