Chemical industrial park safety planning study had become the main research content of current chemical industrial park in safety work of Chemical industrial park.Growing along with the development of the industry,Chemical industrial park made a great contribution to the national economy,also brought new problems.And the first to be affected,was the safety.The purpose of safety planning should not only ensure the safety of the park from the essence,reduce risk,ensure the safety of the park and surrounding people,also can satisfy the decision makers from different classes to achieve the target.Based on this,the paper made research as follows:First of all,the article did research to chemical industrial park safety capacity from the perspective of risk.This paper based on the chemical park risk capacity,establishing the chemical park safety capacity model by calculating equivalent per ton of dangerous goods risk to residents from the outside and person on duty from the inside.Then,this paper established the index system of security capacity influencing factors for chemical industrial park,and applicated Delphi method and AHP to evaluate chemical industrial park security capacity.The ratio of the actual score and the ideal score,namely the security capacity restriction factor,and combined with the ideal security capacity to get the of chemical industrial park safety capacity.The correction model is more close to the actual.Then,this paper is based on the multi-objective decision theory and has selected the three goals of safety planning in chemical industrial park.it is shown as the risk target,the economic benefit target,ecological goals.At the same time,this paper has characterized of each targets.The safety planning multi-objective decision model in chemical industrial park is established,which is on the purpose of risk minimization,economic benefit and ecosystem maximization,and in order to satisfy the demands of each deciders.Applicated the method of TOPSIS to chemical industrial park safety planning schemes for the multi-objective decision.This method based on the distance of the ideal solution and negative ideal solution,choosing the optimal decision scheme.Finally,this paper made the use of the established security capacity model into some chemical industrial park,and calculated the value of safety capacity.And compared the value of the security capacity with the reality dangerous chemicals capacity of the chemical industrial park,planning the security guidance of chemical industrial park.And,this paper made the use of multi-objective decision-making model to the planning production projects,combined with TOPSIS method to select the optimal scheme of the park.Examples prove that the method of chemical parks safety planning which was raised,had a certain value of engineering application,and it will provide the theoretical basis for chemical industrial park planners and has guiding significance.
