Research On Soil Pollution Prevention And Control Fund System

At present,the situation of soil environment is not optimistic in our country,the work of soil pollution prevention and control faces serious shortage of funds."Action plan on soil pollution control " points out that soil pollution prevention and contro l should pay attention to the synergy between government finance and social capital,but it relies mainly on government finance in practice,which increases government financial pressure and prevents the further development of soil pollution prevention and control.Therefore,"soil pollution prevention laws(draft)" proposes the idea of setting up the soil pollution prevention and control fund system,and attempts to provide an effective solution to the capital problem by integrating government fiscal and social capital,but it is not clear on the financing,service and management.Therefore,it is of great significance to study the soil pollution prevention and control fund system.This paper consists of five parts.In the first part,combined with the soil environmental status,the paper clarifies the background and significance of the topic,and introduces the research status,objectives,methods and contents.The second part analyzes the theoretical basis and function of soil pollution prevention and control fund system.The third part introduces the legislative status of soil pollution prevention and control fund system and the problems caused by the lack of the system by combing relevant laws and regulations and analyzing the practice.In the fourth part,the paper analyzes the practice and experience in legislation,service and management of soil pollution prevention and control fund system in the United States,Japan and Chinese Taiwan.In the fifth part,combining with the actual situation in our country,the paper puts forward specific legislative proposals:build perfect law system,connect with the existing legal system,take the combination of enterprise financing and gov ernment guarantee,limit the service scope and conditions strictly,and form a comprehensive management mode dominated by the ministry of finance.
