Since the National Development and Reform Commission invested and constructed four national oil reserve depots in 2004,a wave of large oil depot construction begins within China,lots of oil depots rise abruptly out of the ground in Dalian,Ningbo,Qingdao,Zhanjiang and other coastal areas.Now some private enterprises also begin to realize the importance of oil reserve and start to invest and construct the large oil depot.However,the oil depot project has the characteristics like more construction specialties,complex composition,more cross works,tight process cohesion,etc.,so the progress plan delay and not in place of resource allocation will be appeared frequently.Therefore,the plan evaluation for the oil depot project and conducting the resource optimization allocation based on it become the important topic in today's oil depot construction project.In project construction,Program Evaluation and Review Technique(PERT)has a wide range of application in evaluation of progress plan.This article takes the construction of Weifang oil depot project as example,starts from the PERT technology,as a guide through conducting the PERT analysis for progress plan of oil depot project to determine the key work which will influence the whole plan,seek the non-key work conducted in the same period,and conduct the resource optimum allocation,so that the main resource allocation of the construction specialty in oil depot project shall be more reasonable.This article combines the PERT technology with the calculation of resource optimum allocation to explore how to allocate the resource in oil depot construction so as to ensure the project can be completed on schedule.
