| In recent years,under the circumstances of constant fluctuation of international oil prices and wide applications of alternative energy sources,Chinese petroleum enterprises faces great pressure in their growth,of which,high cost is one growth bottle-neck.Therefore,cost control is a core issue for the management of petroleum enterprises.For five decades,M Oil Production Plant of Sinopec Shengli Oilfield has been firmly following domestic and international trends to improve itself for sustainable development,and the Plant has taken varied measures to strengthen oil extraction cost control with certain achievements.However,some problems still exist.Thus,the extensive research on oil extraction cost control of M Oil Production Plant plays a significant role for its future development.Based on theories of cost control,including cost control of oil extraction operations,the thesis first introduces the status quo of cost control of the Plant in its operations.Then,through investigation and research of cost control over oil extraction operations,the thesis summarizes the existing problems and corresponding causes in the pre-stage,the middle stage and post-stage of the whole oil extraction procedures of the Plant.Based on those detailed causes,the optimization measures of cost control in the pre-stage are put forward,including changing cost control philosophy,improving compiling methods for budgets,strengthening execution and control of budgets and establishing a dynamic budget control system,etc.Then,the optimization measures of cost control in the middle stage are also put forward,including strengthening cost control,resolving contradictories between cost and output,improving information control and highlighting internal control and supervision as well as other inspection measures.In the end,the optimization measures of post-stage cost control are given,including improving control mechanism and strengthening assessment and encouragement,etc. |
