the Party and the country.With the continuous development of the tobacco industry,the demand for excellent talents is becoming more and more urgent.Only by active reform and innovation to fully motivate employees and stimulate their potential can they adapt to the high-quality development of tobacco enterprises.Employee performance appraisal is the most core link of human resource management.Talent incentive needs the support of performance appraisal.It is an important tool and means to improve work quality,improve work performance and optimize enterprise performance.A set of scientific and reasonable employee performance assessment methods can drive the growth of employees.Setting reasonable performance assessment indicators is the key to realize employee selection,motivate talents and promote the development and progress of enterprises.In the tobacco industry,cigarette factories are relatively special enterprises,and their staff mobility is not high,the development is relatively backward,the management foundation is relatively weak,and the overall ability and quality of employees is not high.Nowadays,cigarette factories are more urgent to improve the ability and quality of employees.How to motivate employees to improve their ability and quality has become an urgent problem to be solved by cigarette factories.As an important indicator tool to measure the ability of employees,the ability and quality model can be promoted and applied to the performance appraisal of cigarette factories to form effective incentive measures,drive the performance appraisal more targeted,and is of great significance to the management improvement of cigarette factories and the optimization of employee performance appraisal.L Cigarette Enterprise is a state-owned cigarette manufacturing enterprise,and is currently working hard towards the goal of building an intelligent,information-based and digital cigarette enterprise.In terms of employee performance appraisal,the original employee performance appraisal method of L Cigarette Enterprise is an appraisal method with KPI as an important indicator and is based on result-oriented indicators.This performance appraisal method is directly formulated by department leaders or be set based on work experience.This kind of performance appraisal method is easy to become a mere formality,which is not conducive to employees’ improvement of performance shortcomings and deficiencies.With simple and crude means,it has been unable to meet the development needs of L Cigarette Enterprise,not to say be conducive to the talent incentive of the very enterprise.How to construct the performance appraisal method and index system scientifically and rationally has become the key to solving the problem.Therefore,it is urgent to optimize and improve the performance appraisal method through analysis and research.According to the basic idea of “Raising,analyzing and solving problems”,this paper takes the staff of l cigarette factory as the research object and carries out the research on the optimization of staff performance appraisal.The thesis is divided into eight chapters,it includes the research background and significance,the related theory summary,the present situation of the staff performance appraisal,the performance appraisal questionnaire survey and the existence question analysis,the ability quality model and the performance appraisal index construction,the staff performance appraisal index optimization,the safeguard measure,the conclusion forecast.Based on the analysis of the present situation of employee performance appraisal in L Cigarette Factory,through questionnaire survey and other methods,this paper holds that there are some problems in employee performance appraisal in L Cigarette Factory,such as the result of employee performance appraisal is seriously affected by subjective scoring,the setting of employee performance appraisal indicators is unreasonable,the design of employee performance appraisal indicators is ineffective,and the evaluation process mechanism based on employee ability is incomplete.By using the theory of competency model and 360-degree performance appraisal,and adopting the methods of behavioral interview and analytic hierarchy process,the performance appraisal method of L cigarette factory employees based on competency model is established for employees at all levels from the dimensions of competency elements,quality elements,knowledge and skills,and the weight of performance appraisal indicators is determined.On this basis,this paper puts forward the safeguard measures of the optimized employee performance appraisal method in L Cigarette Factory to ensure the implementation of performance appraisal.This paper provides improvement suggestions for the performance appraisal of employees in L Cigarette Factory,which not only improves the human resource management and company development of L Cigarette Factory,but also provides reference experience for the performance appraisal of employees at all levels in the tobacco industry,and provides a reference scheme for exploring the improvement scheme of employee performance appraisal based on competency model in cigarette manufacturing enterprises,so that enterprises can promote the continuous growth of employees,provide support for enterprise teams and members to achieve enterprise performance goals,and also bring certain guiding value to improve the performance appraisal level,ensuring the high-quality development
