Since the reform and opening up,while China’s economy has continued to grow,the problems of resource consumption and environmental pollution have become increasingly prominent.In the long run,it will seriously threaten China’s sustainable development capability.In recent years,the party and the state have attached great importance to the issue of ecological environment,incorporated the construction of ecological civilization into the major goals of social development in the new era,and formulated a series of policies and plans for ecological civilization.As an important area for comprehensive deepening reform in China,the middle reaches of the Yangtze River spans Hubei,Hunan,and Jiangxi provinces.In recent years,it has followed the concept of ecological civilization and vigorously promoted the construction of ecological civilization,and achieved certain results.However,due to the relatively low resource utilization efficiency,serious ecological damage,and difficult environmental management,there are still a series of problems in the ecological environment of the middle reaches of the Yangtze River.Under the background that China’s economy has entered a new normal and reforms have entered a critical period,The accelerated construction of ecological civilization in the middle reaches of the Yangtze River is conducive to the integration of resources throughout the Yangtze River basin,which is conducive to the harmonious coexistence between man and nature,and thus leads the construction of a national "two-type" society.It has also played a leading role in the development of other urban agglomerations in China.In this context,this paper selects the super-efficient SBM-DEA model based on undesired output and the Malmquist-Luenberger index and its decomposition to make a static and dynamic analysis of the ecological efficiency of the middle reaches of the Yangtze River in 2007-2016.Then,Tobit regression analysis was carried out using panel data to influence the factors affecting the eco-efficiency of the middle reaches of the Yangtze River.Through research,the following conclusions were drawn:(1)From a static point of view,the the average eco-efficiency value of the urban agglomerations in the middle reaches of the Yangtze River is not high,only at 0.891,and it has not yet reached an ideal state greater than 1.From the horizontal comparison point of view,the ecological efficiency values are significantly different between the three sub-cities and between the sub-cities.(2)From the dynamic point of view,the overall eco-efficiency of the middle reaches of the Yangtze River in 2007-2016 is on the rise.The main factor for its improvement is technological progress,and the technical efficiency has also promoted the growth of eco-efficiency to a certain extent.(3)In terms of influencing factors,the level of economic development,industrial structure,degree of openness,and R&D intensity among cities in the middle reaches of the Yangtze River have a significant positive impact on ecological efficiency.The higher the level of economic development,the higher the degree of industrial structure optimization,the higher the degree of openness,and the stronger the R&D intensity,the better its ecological efficiency.Based on the above conclusions,this paper proposes to strengthen the top-level design,deepen the reform of the ecological civilization system;optimize the industrial structure,efficiently and intensively allocate resources;strengthen regional cooperation and promote regional development integration;vigorously cultivate talents and improve science and technology.These will further promote the ecological efficiency of the urban agglomerations in the middle reaches of the Yangtze River. |
