Evaluation Of Natural Disaster Emergency Logistics Capability In Jiangsu Province

In 2018,the reform of the government of Jiangsu Province and the establishment of the Emergency Management Department officially marked the beginning of a new phase in the field of emergency management in Jiangsu Province.As an important part of emergency management,emergency logistics is also extremely important.Based on the idea of"promoting construction by evaluation",this paper builds a scientific and reasonable natural disaster emergency logistics capability evaluation system for Jiangsu Province to evaluate it.Find the development direction of emergency logistics in Jiangsu Province under the new situation.The main contents of this paper are as follows:(1)Through the literature review,we find the shortcomings in the existing research:Chinese’scholars mostly construct the emergency logistics evaluation from the system perspective from the composition and characteristics of the emergency logistics system or directly view the emergency logistics as a system.The indicator system does not take the perspective of the emergency management stage theory,and lacks consideration for the recovery and reconstruction stage.Therefore,this study proposes to construct a new emergency logistics evaluation system from the perspective of this;(2)Analyze the current situation of emergency logistics in Jiangsu Province,determine the follow-up establishment of the evaluation system,use qualitative indicators;(3)from the"emergency From the perspective of perspective,using the"scenario-task-capability" analysis method and the mission domain analysis method to analyze the Jiangsu emergency logistics capability list,and construct an emergency logistics capability evaluation index system covering the whole life stage of emergency management.Then use the network analytic hierarchy process to determine the weight of each index to form a complete evaluation system;(4)through the form of questionnaire survey,evaluate the emergency logistics capability of Jiangsu Province,and get the final result:Jiangsu Province has better emergency logistics capability,but There are still some shortcomings.After analyzing the specific scores,the countermeasures and suggestions are given from five aspects:emergency logistics data,plan system,material reserve system,transportation and distribution system,mission and drill.
