Research On Dual Electricity Safety Supervision Between Government And Enterprise

At present,China has entered a critical period o f rapid economic development,but power safety accidents occur frequently.Since the construction of work safety standardization in the power industry in 2012,the rising trend of accidents has been effectively alleviated,but in recent years it has shown an upward trend,especially the death accidents in power construction.Since the construction of safety production risk management system in 2009,China Southern Power Grid Corporation has applied the risk management method to enterprise safety management.Every year,it finds the shortcomings in safety management through evaluation,and then continues to improve.Power safety accidents have been effectively curbed.The purpose of this paper is to study how to coordinate and solve the problem of dual power safety supervision between government and enterprise based on the implementation effect of the two kinds of safety supervision.The analysis framework of this study is based on the existing relevant research literature.Based on the implementation effect,it studies how the government cooperative safety supervision and the enterprise entity construction safety supervision cooperate.Through combing the occupational health and safety management systems standardization and work safety standardization related literature,it gets the existing problems in the process of occupational health and safety management systems standardization and power work safety standardization construction in C hina.The development course of electric power safety supervision in C hina is analyzed and two kinds of safety supervision modes and effects are obtained.By analyzing the respective advantages of government work safety standardization safety supervision and enterprise construction safety supervision,how they can cooperate is studied.Taking Guangdong Power Grid Co.Ltd.as an example,the safe production wind that Southern Power Grid Company has its own intellectual property rights is introduced.Safety supervision of insurance management system and the operation of external supervision of standardization of power safety production by the government,find out the operation status and implementation effect of double power safety supervision by means of questionnaire survey,find out the practices worthy of promotion,and then put forward suggestions to solve the problem of double power safety supervision,so as to promote the stable development of power industry.Through consulting the literature and interviewing the safety management personnel of power grid enterprises,combined with the case study of safety production risk management system construction of Guangdong Power Grid Co.,Ltd.,it is found that risk management can effectively curb the occurrence of power safety accidents.Through the study of the process of power safety supervision in C hina,it is found that enterprises and the government have played an important role in their respective management scope.From the traditional social system-based safety supervision mode to the use of advanced occupational health and safety management systems standardization to promote internal safety management under the market mechanism,the government has formed the entity-building safety supervision mode in the power industry.A special regulatory body,the State Energy Administration,has been set up,a large number of laws,regulations and industry standards have been issued,and a "command-control" safety supervision model has been created.In 2012,the government explored the cooperative safety supervision mode-power work safety standardization,but with the continuous development of social economy,the situation of power safety in recent years is not optimistic.The main reason is that there are still many problems between government cooperative safety supervision and enterprise entity construction safety supervision,which fail to achieve effective coordination between internal and external safety supervision.Based on the analysis of the government’s standardized cooperative safety supervision of power production and the entity-building safety supervision of power enterprises,this paper finds that there are many aspects of coordination between the two.Based on the effect of the construction of safety production risk management system in Guangdong Power Grid Co.,Ltd.,it is found that the active safety task observation management method,subcontracting management and risk-based engineering management method have great popularization value,which are needed to improve the current safety management situation of power enterprises.Fina lly,it is concluded that the government should improve the standards for the work safety standardization of electric power,improve the system arrangements and optimize the operation process.Electric power enterprises should conduct knowledge training on the safety management system,pay attention to the compliance inspection of the safety management system,and effectively integrate the internal management system.Promote the safety management of electric power enterprises and protect the development of electric power in C hina.
