Research On The Performancc Evaluation Index System Of State-Owned Chemical Enterprises Under The Supply-Side Reform

The 2018 central economic work conference pointed out that the supply side structural contradiction is still the main contradiction in China’s economic operation,and we must adhere to the supply side structural reform as the main line.In his nineteen major reports,General Secretary Xi Jinping pointed out that we must adhere to the principle of giving priority to efficiency and quality first,and taking the structural reform of supply side as the main line,pushing forward the dynamic transformation of economic development,quality transformation,efficiency transformation,and raising total factor productivity.Whether to build a suitable performance evaluation index system of state-owned chemical enterprises in the context of supply side reform is related to the healthy development of China’s chemical industry,also affects the construction progress of China’s basic industries,and has an important impact on the reform of China’s state-owned enterprises.Therefore,it is necessary to optimize the performance evaluation index system of state-owned chemical enterprises in the context of supply side reform.This paper first discusses the research background and significance of the performance evaluation of state-owned chemical enterprises under the supply side reform,summarizes the research at home and abroad,and expounds the research content,methods and framework of the paper.Then,according to the principal-agent theory,social responsibility theory,and supply side related theoretical basis,combined with the characteristics of state-owned chemical enterprises and supply side reform status,find the problems of financial indicators and management indicators in the bank index system.In view of the existing problems,combined with the chemical supply side reform policy and the state-owned enterprise performance evaluation policy,the current financial performance indicators and management performance indicators are optimized,and AHP is used to empower.Then,the optimized index system is applied to w to evaluate and analyze its financial performance and management performance.From the evaluation results,we can see that the financial performance and management performance of W in2017 and 2018 are improved compared with that in 2016.Finally,based on the above information,some suggestions are given to improve w performance.Through the supplement,refinement and quantification of some performance indicators,to some extent,to supplement the deficiencies of the existing indicator system in the performance evaluation of chemical enterprises under the supply side reform.At the same time,in view of the supply side reform and the characteristics of the chemical industry,some indexes are added and refined to evaluate the performance level of the state-owned chemical enterprises under the supply side reform more objectively and accurately,so that the enterprises can clearly realize their own shortcomings and deficiencies in the operation and development under the background of the supply side reform.
