Research On Pollution Control Of Industrial Waste Water In Urumqi From The Perspective Of Multi-center Theory

Since the 20 th century,sustainable development of water environmental protection has become an important subject.In our country,water pollution accidents account for 60% of environmental pollution.Among them,especially industrial waste water pollution.In Urumqi,while the economy is growing steadily,there are also phenomena that some industrial enterprises do not meet the standard of waste water discharge,evacuation,and leakage,which endangers the health of residents around industrial parks and is not conducive to economic development.Therefore,this article studies the problem of industrial waste water pollution control in Urumqi,and plays an important role in combating the fight against pollution and speeding up the construction of Urumqi.This article combines externality theory and public goods theory from the perspective of multi-center theory.Taking the industrial waste water pollution in Urumqi as the research object,DEA relative efficiency method and Person correlation analysis method are used to measure relevant data from the government and public perspectives.The results of the study show that: First,because of the influence of facilities processing capacity,corporate governance pollution investment amount and other factors,the efficiency of industrial waste water treatment in Urumqi is constantly fluctuating.Secondly,from the perspective of the market,there are problems in the discharge of industrial waste water in Urumqi,such as the incomplete charging system,the initial stage of emissions trading,and low environmental protection responsibilities of some industrial enterprises.Third,from the perspective of the public,there is a correlation between public awareness and participation;there is also a correlation between public perception and government governance satisfaction.Among the demographic variables,there is a significant correlation between the three factors of cultural level,occupation,and residential area and government governance satisfaction.Through the analysis found,it is found that Urumqi City has the problem of "Jiu long flood control" in the process of industrial waste water treatment,low discharge charges standard,lack of cognition of citizens’ water environment protection and low motivation for participation.In this paper,This article draws on the successful experience of domestic and foreign industrial waste water pollution control and the actual situation of industrial waste water pollution in Urumqi.The suggestions are made: At the government level,the Urumqi River Basin Authority should be established;Management responsibilities,and improve the local government industrial waste water pollution laws and regulations;at the enterprise level should improve industrial enterprises waste water treatment technology and social responsibility;at the level of public should gradually develop the local public awareness of industrial waste water pollution control and increase their participation The enthusiasm of governance.
