Research On Municipal Solid Waste Charging Based On Hedonic Price Theory

At present,the accumulation of Municipal Solid Waste(MSW)in China is accumulating year by year.The reasons are as follows:First,the MSW disposal capacity is relatively weak,second,the MSW)production is increasing rapidly year by year,and the third is the MSW charging system lacking internal restraint and incentive.Scientifically and rationally formulating the MSW charging pricing system can not only restrict the consumption behavior of urban residents to reduce the amount of MSW,but also provide more financial input for all aspects of MSW,reducing MSW collection,transportation and Processing costs.Therefore,the study of MSW charging system plays an important role in the management of MSW.At present,the domestic scholars’ research on the pricing of MSW charges mainly includes marginal cost,average cost,fixed cost plus variable cost,etc.,and the variables determining the pricing of MSW are not only from the government,the private sector,but also the social population and market.etc.According to Stakeholder theory,the paper studies the impact of 11 variables on the four levels of state regulation,local government services,MSW disposal enterprises and social population on the pricing price of MSW.According to the diversity of the attributes of MSW charging products,the paper can be defined as pure commodities.Therefore,the hedonic price model is suitable for studying the pricing of MSW,and then analyzes the significance of the 11 variables of the four levels of national regulation,local government services,MSW disposal enterprises and social population for MSW charge.Then,on the basis of determining the variables of MSW charging,the function form of double logarithm is selected.By determining the optimal lag order,single and co-integration test,the hedonic price model of MSW charging is determined.Investigating the relative importance of urban residents and experts in Harbin to the pricing variables of MSW charges,the paper uses the analytic hierarchy process to obtain the weight of MSW charging variables.Using this weight,recursively draws urban life in Harbin.The hedonic price of the charge price is ￥8.4636 per month for every family,and the rationality is analyzed.Finally,from the perspectives of perfecting the legal guarantee,capital security and social security of MSW collection,the paper puts forward the guarantee measures for the pricing of MSW.
