Research On The Influence Of Environmental Regulation On The Employment Skill Structure In China

In recent years,climate change leads to frequent occurrences of disasters in the whole world,and the contradiction between environmental pollution and economic development facing China is becoming increasingly fierce.In response to the global call,the Chinese government attaches great importance to the win-win situation of economic development and environmental protection.China has formulated a series of policies on environmental protection using various environmental regulation tools,incorporating environmental protection goals into development plans,and strictly driving implementation while formulating laws and regulations.While China is transforming the mode of economic development,technological innovation has emerged at the historic moment in the context of environmental regulation.The environmental regulation policies introduced by the Chinese government over the years have brought huge changes to China’s employment structure,and employment is the foundation of people’s livelihood,and it is also a key policy goal for the high-quality development of China’s economy.Therefore,studying the impact of environmental regulations on the employment structure and the role of technological innovation between it has important research significance.Therefore,based on the method of literature analysis,this thesis sorts out the development process of China’s environmental regulations,and conducts a comparative analysis of environmental regulation tools,which are divided into three types,including command-control type,market-incentive type and voluntary-participation type.Then,the thesis analyzes their status of the investment and employment structure.The theoretical analysis uses the expanded Cobb Douglas production function,and analyzes the three types of environmental regulations directly affecting the employment skills structure and the transmission mechanism of technological innovation.An empirical analysis is conducted with panel data from 30 provinces in China from 2007 to 2017 by using the mediational model(Tibet data is excluded due to severe data missing).The thesis compares the impact of three types of environmental regulation tool indicators on the employment skills structure.In addition,a comparison is conducted by dividing the regions on regional heterogeneity perspective,according to different pollution levels for comparison.Finally,the thesis draws conclusions and proposes policy suggestions.this thesis reaches the following conclusions:(1)China’s environmental regulations have direct promotion effect on the employment skills structure,and there is a mediating effect,which promotes technological innovation and indirectly affects the employment skills structure.(2)At this stage,among three types of environmental regulation tools,the command-control and the voluntary-participation environmental regulation tools have significant impact on the employment skill structure.Besides,they have mediating effect which produces positive promotion effect.(3)The environmental regulations in heavily polluted areas have much more significant impact on the employment skills structure.Therefore,the thesis puts forward policy suggestions for optimization of employment skill structure on the perspectives of making environmental regulation policies and the integral application of these tools,technological innovation investment,and the reeducation and training of employees.
