Study On The Evaluation Of Emergency Rescue Capability Of Major Disasters In H Province

With the development of the theory and practice of modern emergency rescue system,the emergency rescue ability of major disasters has gradually attracted the attention of emergency management departments at all levels in China.In recent years,major disasters occur frequently in China.The level of emergency rescue ability of government departments at all levels in response to major disasters has an increasing impact on reducing casualties and economic and property losses.Emergency rescue The importance of ability improvement is gradually increasing.H provincial government has always regarded the construction of disaster emergency rescue capacity as a key link in the construction of H provincial emergency management system.However,the construction and improvement of emergency rescue capacity for major disasters is still in the exploratory stage.At present,it mainly focuses on five aspects: emergency response capacity,coordination and joint action capacity,rescue support capacity,team building capacity,science and technology informatization capacity Exhibition.After the reform of the national emergency management system,the construction of the emergency rescue capacity for major disasters has become the key work of the emergency management department of H Province.The current task is to improve the emergency rescue capacity for natural disasters and accident disasters,and to build a comprehensive emergency management and emergency management system framework,but to some extent,there are some problems,such as imperfect system and mechanism,and incomplete coverage of disasters 。In this paper,firstly,the composition of the current emergency rescue capacity is objectively summarized,and the current situation and existing problems of the construction of the emergency rescue capacity for major disasters in H Province are analyzed.Secondly,five first-class indicators and 26 second-class indicators are designed.The weight of each indicator is analyzed by using AHP,and the evaluation index system is constructed.Through the investigation of the emergency rescue ability of the major disaster in H Province,the results are obtained by using the fuzzy comprehensive evaluation method,and the shortage of the emergency rescue ability of the major disaster in H Province is analyzed,and the corresponding countermeasures are put forward.It provides some reference for the construction of emergency rescue capacity of major disasters in H Province in the future,and has certain practical and academic value.
