With the development of modern science and technology,environmental pollution and ecological damage brought about by technological progress have caused serious threats to public health through environmental media.Chinese society is in the transformation stage.On the one hand,China has just got rid of the agricultural society and entered the stage of industrialization.On the other hand,China has stepped into the post-industrial information era.The overlapping of the three social forms makes environmental governance more complicated.Risk is no longer entirely derived from natural forces,but more from human behavior.The possible impact on science and technology has far exceeded the scope of human cognition,and the risk presents characteristics of uncertainty,possibility,and complexity.Risk belongs to the issue of social construction,including both objective and subjective aspects.Various potential threats have entered the stage of concentrated outbreak,and there are endless risks.The risk society has arrived.In terms of environmental governance,traditional administrative control methods have failed,and simple market methods cannot cope with environmental health issues.With the awakening of the public’s awareness of environmental rights,the public has higher requirements for the living environment and ecological environment,and the country has vigorously promoted the "Healthy China" strategy.First,I explain the basic concept and system value of the risk communication system.Risk communication in the field of environmental health is to respond to the needs of environmental governance in the social transformation stage,the need for social governance in a risk society,and the need for public environmental health rights protection.Risk belongs to the issue of social construction.there are different risk perceptions between the public and experts,governments,and enterprises.Risks have a problem of amplification in the process of communication and communication.The ripple effect caused by the risk often exceeds the risk event itself.Public rights need to be reflected in the field of environmental health governance.The publicopinions,suggestions,and focus of attention are respected,valued,concerned,and considered,which is the source of the legitimacy and rationality of environmental regulatory measures adopted by the government.Secondly,I comb the theoretical basis of environmental health risk communication.with the help of modern risk society theory,it has achieved the transformation of risk research perspectives and it has proven the universality of risk.Using negotiation governance theory has proven communication is at the core of risk communication.The principle of risk prevention has proven that in the face of the uncertainty of science and technology,the government cannot refuse to take actions on the ground that the damages are still uncertain.Third,I review the dilemmas of the environmental health risk communication system,and I propose that trust,information disclosure,public participation,risk perception differences,and communication channels are all important factors that affect the success or failure of risk communication.Finally,some countermeasures and suggestions are proposed to improve China’s environmental health risk communication system.On the basis of absorbing the US TRI system,Japan ’s multiple co-governance of environmental risks,and German public-private cooperation experience,combining the existing legal system and special national conditions,the environmental protection authorities will build and maintain a risk information platform,and establish an environmental and health risk information system to monitor the databases.They will also establish and improve the information sharing mechanism and information release mechanism.In order to enhance the enthusiasm and effectiveness of public participation,china should use public hearings,public opinion surveys,discussion forums,and community environment round tables to expand public participation channels and improve public participation procedures and incentive mechanisms.My country should use information regulation and public participation to form a system of synergy.
