Ecological progress is an important part of the cause of socialism with Chinese characteristics and an important plan for the 18 th National Congress of the Communist Party of China.It concerns the well-being of the people and the future of the nation.Ecological compensation refers to economic and non-economic forms of compensation given by the state or the ecological beneficiaries to the ecosystem itself for restoration,maintenance and restoration through government or market compensation,and to the special victims for improving,maintaining or enhancing the function of ecological services.Ecological compensation mechanism is China’s response to environmental issues in the new period,response the important mechanism of the construction of ecological civilization,in recent years,developed countries and area in the work of ecological compensation,also put forward in 2014 in wuxi city to establish and improve the ecological compensation mechanism,after years of efforts,has now been preliminary build up a more perfect policy framework of the ecological compensation mechanism,and accumulated some practical experience.In this paper,through investigation and study,comparative analysis and other methods of wuxi city development,embodied in the process of the implementation of ecological compensation advantages and problems found in the in-depth analysis and research,from the organization,compensation funds management,policy,system,evaluation regulation,strengthen the rule of law and other aspects discussed in wuxi city ecological compensation mode with the regional characteristic,the problems existing in the organization management on the boundaries between government and social functions are not clear,management organization many overlapping,work;In terms of policy system,the existing compensation scope is narrow,the existing compensation standard is low,and the implementation of policy varies greatly in different regions.In terms of compensation funds,the connotation of compensation funds is single,the way of fund commitment needs to be adjusted,the funds are not allocated in place and are not disbursed in a timely manner,and the use and management of funds need to be standardized.The assessment and supervision system is not systematic,the supervision is not in place and the incentive and reward mechanism is not perfect.Laws and regulations on the lack of publicity,supporting standards system is not sound.Countermeasures and Suggestions are respectively to strengthen organizational management,improve policies and regulations,effectively implement compensation funds,optimize assessment and supervision,and improve the rule of law. |
