Research On Legal Issues Of Normative Management Of Civil Environmental Protection Organizations In China

Non-governmental environmental protection organizations play an important role in the field of environmental governance,and have become the government’s helpers in environmental governance.However,there are many problems in my country’s civil environmental protection organizations,and it is urgent to formulate relevant laws to regulate their management.Based on the problems existing in my country’s non-governmental environmental protection organizations,this article draws on the experience of the advanced management of non-governmental environmental protection organizations in the United States and Japan to provide practical suggestions for non-governmental environmental protection organizations to continue to contribute to my country’s environmental undertakings and promote the development of my country’s environmental undertakings.In addition to the introduction and conclusion,this article consists of the following four chapters.The first chapter summarizes the relevant concepts and theories of normative management of my country’s civil environmental protection organizations.The first section defines the concept of normative management of civil environmental protection organizations,including the definition of the concept of civil environmental protection organizations and the concept of normative management of civil environmental organizations.The second section analyzes the theoretical basis for the standardized management of private environmental protection organizations:public trust theory and pluralistic co-governance theory.The third section analyzes the necessity of standardized management of my country’s civil environmental protectionorganizations:problems in the operation of civil environmental protection organizations and the existence of civil environmental protection organizations have a role.The second chapter expounds the current situation and existing problems of the normative management of China’s civil environmental protection organizations.The first section points out the legal basis of the normative management of China’s civil environmental protection organizations: the legal principles followed by the normative management of China’s civil environmental protection organizations and the regulation of China’s civil environmental protection organizations Supportive provisions of management.The content of the second section analyzes the imperfections of the normative management of my country’s civil environmental protection organizations from various angles,from the legislative guidance for my country’s civil environmental protection organizations to the comprehensive analysis of the government and civil environmental protection organizations.This includes deviations from the legislative guidance ideology of civil environmental protection organizations,imperfect establishment procedures,imperfect legal regulations for internal and external supervision,and incomplete cooperation between the government and civil environmental protection organizations.The third chapter elaborates on the places where the United States and Japan regulate the management of civil environmental protection organizations worthy of our country.The United States has a complete regulatory system that regulates and manages private environmental protection organizations,high organizational autonomy,little difficulty in establishment,a sound regulatory system to ensure the credibility of the organization,and a good cooperation mechanism between the government and the organization.China can learn from the establishment of a complete legal system in the United States to support the development of civil environmental protection organizations,guarantee the independence of organizations,and improve internal and external monitoring mechanisms to ensure the credibility of civil environmental protection organizations;Environmental protection organization’s specific behavior norms and so on.The fourth chapter expounds the suggestions for the standardized management of China’s civil environmental protection organizations,including changing the government’s management ideas by changing government functions and reducing interventions to improve the independence of civil environmental protection organizations,improving the establishment procedures of China’s civil environmental protection organizations,improving registration systems,and improving The internal and external supervision legal system of the organization urges non-governmental environmental protection organizations to regulate their behavior.
