Environmental issues are the focus of the whole society,and the key to building a well-off society in an all-round way with people’s full recognition.The 19th National People’s Congress proposed to build an inclusive environmental governance system.In recent years,with the the updates of The Law of the People’s Republic of China on Environmental Impact Assessment since early 2019 and the implement environmental impact assessment system,there have been increasing public participation in environmental impact assessment under the government encouragement’s,but there are still too formal public participation,untrue data,and the opinions of the masses can not be unexpressed have not helped Problems such as reaching and adopting directly lead to the failure of effective containment of environmental degradation in China,and even lead to citizens’ distrust of the attitude and determination of the government in environmental protection.How to optimize and improve the public participation and effectiveness in environmental impact assessment,how to let the public express their opinions and reflect them in all kinds of environmental decision-making,and how to institutionalize public participation into the environmental impact assessment process are all problems worthy of consideration and exploration.Effective solution to this problem is conducive to reducing the potential negative effects of environmental development and utilization to At the same time,we should strengthen the reconstruction and protection of the environment.The author is a grass-roots environmental law enforcement officer,who has deep feelings on the current situation of environmental protection and public opinions of the enterprises in the jurisdiction.Project a in this paper belongs to the production project of lithium-ion battery manufacturing industry.Compared with other industries in the process of battery production,its raw materials and processes are relatively special,so in the production process,we must pay attention to the pollution problems in the discharge process of relevant industrial wastes.This paper uses the method of questionnaire,taking the collected data of public participation in project a as an example,based on the theory of green development,sustainable development and other relevant theories,to make a correlation study on the current situation of public participation in environmental impact assessment of project a,hoping to promote the development and improvement of public participation theory and enhance the necessity and importance of public to environmental protection Recognize and promote scientific environmental decision-making.In this study,firstly,we have a deep understanding of the relevant background of the project and the research status at home and abroad.On this basis,we have explained the concepts of environmental impact assessment,public participation and public participation in environmental impact assessment,Secondly,this paper studies the public participation in the environmental impact assessment of project a,mainly including the introduction of the construction background and general situation of project a,and the analysis of its impact on the environment after the investigation of the current situation.Thirdly,through the analysis of questionnaire,it is found that the main problems of public participation in EIA of project a are that the effectiveness of public participation is not strong,the channels of public participation are not smooth,the foundation of non-governmental environmental protection organizations is lack,the environmental assessment system is not implemented in place,and the degree of information disclosure is low.The reasons are the lack of effective means of public supervision,the imperfection of public participation system,the public awareness of environmental protection to be strengthened,the conflict of interest of the main body of environmental assessment,and the limited access of the public to environmental assessment information.From the perspective of public management,this paper puts forward some suggestions,such as strengthening the legal construction of public participation,doing a good job of external supervision;improving the guarantee mechanism of environmental public participation;strengthening the education of environmental protection awareness of the public;strengthening the guidance of the government;attaching importance to and establishing the way of information disclosure.
