With the development of reform and opening,China has achieved impressive gains in its capital constructionand economic development.While all kinds of soci al matters follow.These issues are closely interrelated to human beings but can’t be skirted round,In particular,environmental pollution has been a serious threat to public health and endanger the situation.Global shortage of resources and environment pollution are aggravated conti nually in the 21st century andenvironmental protection has gained people’s focus.In order to conform to the historical trend of low carbon and sustainable devel opment,the theory of green development has been put forward in 18th Party Con gress of China,which has been the national strategy.At the same time cement-making industry which belongs tohigh-pollution and high-consumption industries has been worst affected.Cement-making industry will suffer from un-predictability in the future.However,with the accelerationof China’s urbanization process,the introduction of village merger policy andthe progress of infrastructure such as pipe networks,track traffic and urban and rural power grids result in the high demand on cement.Thus cement-making industry gains the uncommon market op portunity as well as the severe challenge for existence.Based on the basic theory of risk management,taking the reconstruction and expansion project of H cement products factory as the research object,according to the characteristics of the project,combining closely with the current policy an d general characteristics of enginering project risk,etc.,the risk factors of the r econstruction and expansion project of H cement products factory are identified b y expert investigation method,and 5 kinds of risks are sorted out,such as Orga nizational risk,Supply risk,economic risk,construction risk and environmental risk.Then the risk evaluation model is established by the combination of AHP and mould and comprehensive evaluation method.Finally,according to the risk identification and evaluation results of the reconstruction and expansion project of h cement products factory,the specific risk management measures are put forward,and the risk monitoring measures are put forward for the risk factors with greater weig ht.The research onthe risk management of the reconstruction and expansion proje ct of H cement products factory has certain typicality,through the analysis and demonstration of the project risk,not only can the project improve the strictness and rationality,achieve the goal of avoiding the risk,it also provides a referenc e for other small and micro enterprise construction projects in the same industry.
