Study On Vertical Management Reform Of Prefecture-level Ecology And Environment Institution

Ecological environment is the basis of human existence and development.The Party and the state have always attached great importance to the ecological environment,advocated harmonious coexistence between man and nature.strengthened its governance and protection,and committed to building a beautiful China.In particular,since the 18th National Congress of the CPC,the CPC Central Committee has integrated ecological progress into the overall development of the country,forming the overall plan of "Five-sphere Integration".However,for a long time,there are some disadvantages in the management and operation institution of the ecological environment department,that is,the prominent region in the supervision and management,it also makes in many places,local administrative institutions is very difficult to implement the normal supervision and management work,and also let cross river,across the range such as area larger environment problem difficult to solve well.The CPC Central Committee focuses on the millennium plan of ecological civilization construction,complies with the people’s expectations and requirements for a better ecological environment,carries out radical reform of the ecological and environmental protection systems and mechanisms,promotes the implementation of the ecological environment protection system below the provincial level,and can also meet the needs of the people under the current background.This is also a key action in the reform and improvement of the country’s ecological and environmental protection systems and mechanisms.It is of great significance to better implement the requirements of ecological civilization construction and further improve the ecological environmental protection and management system.In the vertical management of ecological environmental institutions below the provincial level,the prefecture-level plays a very important role in connecting the preceding with the following,occupying an irreplaceable position.Based on prefecture level G city ecological environment as the research object,the vertical management institution reform from two levels of the ecological environment of the city,county system reform as the breakthrough point,vertical integrated use of three kinds of methods,semi-structured interviews,immersion observation,comparative method,to learn the relevant theories and practices of vertical management at home and abroad and the experience of relevant vertical management units in China.On the basis of investigating and mastering the management situation of ecological environment institution before and after vertical reform in G City,thorough analysis and research,I found that after the vertical management reform,the functions play more powerful,the work style of the cadre team,the overall efficiency of the city’s ecology and environment institution is greatly improved and the ecological environment quality are obviously improved.But there are still some problems,mainly include:vertical management is not mature,some powers and responsibilities are unclear,supervision has loopholes,the ranks of cadres are weak,the facilities are inadequate and so on.Then I analyzed the reasons for the problems.By further research,I have put forward targeted and operability countermeasures and suggestions,mainly are:to strengthen institutional building,to give full play to the role of deliberation and coordination bodies,to strengthen supervision and inspection,to strengthen the ranks of cadres,to improve the level of fine management,such as in an attempt to explore G way better play to the functions of the city ecology and environment institution,so as to better promote the G city ecological civilization construction.At the same time,it also provides theoretical and practical reference for the vertical management reform of ecology and environment institution in other places.
