Research On Problems In Rural Ecological Environment Governance Under The Perspective Of Beautiful China

"Protecting ecological environment serves productive forces,and improving ecological environment benefits productive forces".Since the 18 th National Congress of CPC,Comrade Xi Jinping has put forward a series of new ideas,concepts and strategies on the ecological civilization.As the ultimate grand goal of ecological civilization,"Beautiful China" reveals the people-centered development thought and conforms to public persistent yearning for a better life.For a Beautiful China,a qualified countryside is prerequisite.The 5th Plenary Session of the 19 th CPC Central Committee emphasized that "priority should be given to the advancement of agriculture and rural areas for comprehensive rural revitalization".The rural ecological environment governance intuitively suggests better life quality and higher public happiness.As an indispensable dimension and component of ecological construction,environment management in the countryside holds key to the goal of "Beautiful China" and overall rural revitalization.Although the ecological environment governance in rural areas has been fruitful in recent years,there are still some woes in need of more heeds.The "protection" and "governance" have to be stressed for ecological development in rural areas today and tomorrow,and thus all unremitting endeavors in the society will go towards an ecologically livable environment and a happier life.The paper first adopts the literature review and interdisciplinary research at home and abroad to summarize the information about ecological environment governance and rural ecological environment governance.The concepts of Beautiful China,rural ecological environment and its governance are thus clarified respectively.The ecological thoughts in Chinese time-honored traditional culture,the environmental thinking of Marxist classical writers and the ecological governance of successive CPC leaders are systematically combed.The logical relationship between the Beautiful China and the rural ecological environment governance is also elucidated,which theoretically paves the way for the study of rural governance from the perspective of Beautiful China.The paper then explores the strategy foundation and important significance of boosting ecological environment governance in rural areas from the perspective of Beautiful China.It demonstrates the necessity and urgency of the governance from the following three aspects: the changes of national economic and social strategy,the alterations of major social contradictions and the rural revitalization tactic in the new era.It also illustrates the practical essence of strengthening the governance today and tomorrow from the aspects of fueling the resolution of socialist contradictions,boosting the rural economy sustainability and scientifically driving the realization of "Beautiful China".Additionally,the paper delves into the governance achievements in the countryside recently,as well as the potential problems and their causes at present and in the future.Since the 18 th National Congress put forward the "ecological civilization",remarkable yields have been scored in rural ecological environment governance in the aspects,such as laws and regulations,rural residents’ awareness and natural ecological environment,Innovation of ecological science and technology.On the flip side,there are still plenty of defects in domestic rural ecological management,such as undesirable efficiency,grim pollution,uneven residents’ awareness,and big gap of input factors between urban and rural areas.The prominent causes of rural ecological sufferings are as follows: unsatisfactory rural governance system,traditional rural economy,lagging rural education,and long-term urban-rural dual structure existence.At present and for a long time to come,the task of rural ecological environment governance is still complicated and arduous,which must be highly valued.Finally,the paper brings forth suggestions to further push forward the rural ecological environment governance from the perspective of Beautiful China.Based on the premise of in-depth analysis of the achievements,problems and causes of the governance,it proposes strengthening the rural ecological environment governance system,developing green economy for ecologically livable beautiful countryside,consolidating the special education and improving input of factors in rural area,which are expected to be of reference value.
