The social construction and economic achievements China has made are obvious to all in the world.However,at the same time,the high carbon impact and ecological environmental problems brought by the continuous expansion and acceleration of China’s economy have also attracted the attention of the world.How to balance the benefits between economic and ecological,reduce carbon emissions is the direction which our government has been exploring.On this basis,In this paper,by reviewing the development of China’s carbon emissions,economy and environmental protection management process,in-depth analysis of coupling coordination relationship between the three,put forward existing problems and related Suggestions,in order to further promote China’s carbon emissions,coordination between economic development and environmental protection,practice efficient low-carbon sustainable green development provide effective theoretical reference.Based on the relevant theories,this paper comprehensively uses data envelopment analysis,comprehensive evaluation method,spatial econometric analysis and other research methods to conduct a comprehensive research on this paper.The main contribution lies in the improvement of the existing 3E system:different from the traditional energy system,this paper introduces the carbon emission system,and the carbon emission-economic development-environmental protection system model is constructed.At the same time,the improved data envelop model is used to measure carbon emission efficiency and incorporated into the carbon emission index system to improve the existing evaluation index system.Combining physical coupling with geospatial effect,the spatiotemporal difference of coordination degree in China is analyzed.The details are as follows:(1)Firstly,the improved Super-SBM Three-stage DEA model including non-expected output was used to scientifically measure the carbon emission efficiency of all provinces and cities in China from 1997 to 2017,and carbon emission efficiency was divided into comprehensive technical efficiency,scale efficiency and pure technical efficiency,then all of them are introduced into the carbon emission index system.(2)Establish a comprehensive rating index system of carbon emissions-economic development-environmental protection,use entropy method and coefficient of variation method in objective weighting to comprehensively determine the weight of the index,and evaluate the comprehensive scores of various provinces and cities with weighted TOPSIS method;(3)The introduction of the concept of coupling in physics,establish various provinces and cities in China carbon emissions-economy-dual coupling coordination degree of environment protection,the coupling system coordination degree and coordination degree model of ternary coupling system of each province and city,time sequence,area of the carbon emissions,economic development and environment protection system is a binary and ternary system coupling coordination degree evaluation.(4)From the perspective of the geographic space effect,the introduction of global Moran’s I index and the local Moran’s I index inspection ternary system coupling coordination degree in various cities and provinces of spatial dependence,use LISA cluster diagram of the ternary system coordination degree in various cities and provinces to study the spatial cluster phenomenon,analysis of the specific location factors led to differences in the levels of coordination degree between various provinces and cities in China.The main conclusions are as follows:(1)From the perspective of overall and spatio-temporal differences,China’s overall carbon emission efficiency is low:the analysis is due to the poor pure technical efficiency,there are obvious regional differences in carbon emission efficiency,and the overall state shows "East is strong.West and Middle is weak".(2)China’s carbon emissions,economic development and environmental protection system has a general level of coupling coordination,which is on the whole in the transition and reconciliation interval,and belongs to the state of reluctant coordination.Among them,the coupling coordination degree of carbon emissions-environmental protection system is the highest,the coupling coordination degree of economic development-environmental protection system is the lowest,and the coupling coordination degree of carbon emissions-economic development system is the most consistent with the change trend of three-system coupling coordination degree.(3)The degree of coupling coordination between carbon emission-economic development-environmental protection system among provinces and cities in China has obvious regional differences.Guangdong has the highest overall coupling coordination degree,which is close to the good coordination range.Gansu has the lowest overall coupling coordination degree,which is on the verge of misalignment.thirteen provinces and cities are in the narrowly coordinated development interval.(4)The distribution of spatial correlation types is obviously different,and the relationship between each provincial and city unit and its neighboring provinces and cities is relatively stable.Local autocorrelation test shows that compared with HH regional spatial aggregation in the east,LL regional spatial aggregation in the west has a more significant contribution to the overall spatial autocorrelation and a stronger dominant position.Finally,Some suggestions are put forward for the development of the three systems in the central and western regions which are strongly affected by space dependence.
