Increasing foreign exchange through forestry is considered as an important way to deal with climate change.The Chinese government also regards it as a strategic choice to deal with climate change,and clearly put forward the goal of increasing foreign exchange through forest.At the same time,my country is also actively developing the carbon market and promoting carbon emissions trading.With the development of the carbon market,forestry carbon sink projects have also developed rapidly.Although forestry carbon sink projects are currently in a stagnant state,the government has high expectations for forestry carbon sink projects,and forestry carbon sink projects have broad market prospects.CCER(China Certified Emission Reduction)forestry carbon sequestration projects can be divided into carbon sequestration afforestation projects,bamboo afforestation carbon sequestration projects,forest management carbon sequestration projects and bamboo forest management carbon sequestration projects according to different methodologies.However,different types of CCER forestry carbon sink projects have great differences in forest land qualification requirements,development costs and benefits,and development potential.Therefore,it is necessary to compare and analyze the size of their cost and benefit differences and the reasons for the differences.This research takes CCER forestry carbon sink project as the object,and on the basis of consulting the published CCER forestry carbon sink project design documents(PDD)and operation design documents,combined with field investigation project development cost-benefit data,comparative analysis of different types of CCER forestry The cost-benefit structure of carbon sink projects is different,and then the difference in carbon sink supply cost of different types of CCER forestry carbon sink projects is measured from the perspective of opportunity cost,in order to provide a reference for the priority of my country’s future forestry carbon sink project development strategy and carbon pricing.Research indicates:(1)There are significant differences in the net present value of the total profit of different types of CCER forestry carbon sink projects in the crediting period.The net present value from high to low is the Chinese fir management carbon sequestration project,the bamboo management carbon sequestration project,the Chinese fir afforestation carbon sequestration project and The bamboo afforestation carbon sequestration projects are 39852.88 yuan/hm2,32185.50 yuan/hm2,7631.64 yuan/hm2,and-8600.96 yuan/hm2.The total net present value of operating projects is higher than that of afforestation projects.The main reason for the difference is the investment in afforestation.,Tending management input and wood/bamboo income difference.(2)There are also large differences in the carbon sink supply costs of different types of CCER forestry carbon sink projects.The cost from high to low is the bamboo afforestation carbon sink project,the Chinese fir afforestation carbon sink project,the Chinese fir management carbon sink project and the bamboo management carbon.The carbon sink projects are 71.12 yuan/t CO2-e,69.36 yuan/t CO2-e,63.75 yuan/t CO2-e and 60.13 yuan/t CO2-e.The carbon sink supply cost of afforestation projects is higher than that of operating projects.The difference in the input of tending management and the difference in the income of wood/bamboo between them are important reasons for the difference in cost.(3)Among the factors that affect the opportunity cost of carbon sink supply in the CCER forestry carbon sink project,the price of wood/bamboo has a negative correlation with the supply cost of carbon sinks;the discount rate has a positive correlation with the supply cost of carbon sinks;the impact of transaction costs Not obvious;the impact of wood/bamboo prices varies from project to project.In order to give full play to the role of the CCER Forestry Carbon Sequestration Project in addressing climate change,the study concluded that:(1)In the future,my country should make carbon sequestration management projects a priority for the development of forestry carbon sequestration projects.(2)The construction of a unified domestic carbon market should be accelerated,and forestry carbon sinks should be included in the carbon market trading system as a priority,so as to provide incentives for my country to achieve the goal of increasing forestry sinks and carbon neutrality.(3)Pay close attention to the development trends of the international carbon market,strengthen the research and formulation of forestry carbon sink development technical standards(methodology),introduce relevant support policies for carbon sink development,simplify the carbon sink project development process,and reduce project design during project development.,Carbon sink measurement and monitoring and other transaction costs and time costs.At the same time,support and encourage local governments to establish regional-level carbon markets based on their actual regional conditions and form a multi-level carbon sink market system to provide incentives for carbon sink emission reduction activities including forestry carbon sinks.
