Research On Public Participation In The Implementation Of Shanghai Domestic Waste Classification Policy

With the continuous improvement of the level of social and economic development and material consumption,the production volume of domestic waste in my country has reached a new high,and the pressure of domestic waste removal and terminal disposal is very severe.The phenomenon of "garbage besieged cities" across the country has seriously affected the level of ecological civilization construction and has become an important factor restricting social development.The ecological environment has the dual attributes of ecological value and economic value.During his inspection in Zhejiang,Xi Jinping proposed that "green water and green mountains are golden and silver mountains".Solving the problem of siege of domestic garbage can not only protect and improve the ecological environment,but also a key step to accelerate the high-quality development of cities.In 2019,the Second Session of the 12th Shanghai Municipal People’s Congress passed the "Regulations of Shanghai Municipality on the Management of Domestic Waste",marking that Shanghai’s domestic waste management has entered the era of rule of law.The regulations clarify the rights and responsibilities of domestic waste generators,government departments,managers,collection,transportation and disposal units,social organizations,etc.,and aim to establish a social responsibility system for domestic waste management.Communities are the most important form of grassroots organization in our society,and the status and level of public participation in the classification of domestic waste are the basic components of domestic waste management.This article is based on the theory of citizen governance and interactive theory model,taking the community implementation of Shanghai Domestic Waste Management Regulations as the research object,using multiple case comparison methods,field interviews in three typical communities of HM Street,Xuhui District,participation in the implementation of domestic waste classification policies Personnel,analyze the specific practices of public participation in the community’s garbage classification policy.Through the collection and research of interviews and related materials,the empirical analysis from the perspective of the policy implementation subject,the target group and the interactive debugging between the two,combined with the internal characteristics of each community to conduct a comprehensive study,reached the basic conclusion,that is Equipping with complete hardware facilities,strengthening supervision and inspection work,focusing on publicity and education mechanisms,and leveraging the strength of social organizations to promote the public’s active participation in the process of garbage classification policies and improve the modernization of community governance.Finally,based on the conclusions of this research,countermeasures and suggestions are put forward to further enhance the enthusiasm and initiative of public participation in the implementation of Shanghai’s domestic waste classification policy.
